Surrey Docks Safer Neighbourhood Steering Group Meeting on 18-7-2006 - Unofficial Report (Updated @ 12-8-2006)

 
 
Unlike Rotherhithe SNTSurrey Docks SNT Steering Group has adopted the format of a Public Meeting.

b)      Crime Reporting & Local Crime Statistics
 
Sergeant Dawson requested for all callers to leave a "Contact Telephone Number" as well as the "Date" and "Time" of the Message to facilitate the processing of the voicemails and for call-back purposes. 
 
Sergeant Dawson advised that it will be easiest to obtain "Local Crime Statistics" (e.g. for a particular street or Housing Estate) by making a direct request to Southwark Police Station under the Freedom of Information Act.
 
 
c)    "Street Robbery" Down about 20%
 
Sergeant Dawson reported the good news which he claimed was largely due to the two highly successful "Special Robbery Squads" of Southwark Police - one based in Rotherhithe and one based in Peckham - that led to a marked improvement in Rotherhithe, Surrey Docks as well as Southwark at large.

d)    RAMs (Reckless & Anti-Social Motorcycles)
 
This was set by the Steering Group as one of the Top Policing Priorities at the last Meeting on 26-4-2006. 
 
Sergeant Dawson reported much progress has been made including a 3-Day Joint Operation in June 2006 of Safer NTs, Community Wardens and Met Police Traffic Division's Motorcycle Tasking Team.  The availability of stronger resources and operational capability have reportedly produced useful results in recovering stolen bikes, reporting riders for various offences and providing a potent high visibility presence and deterrent.
 
There was a general consensus among all attendees that although the RAM problem has not completely disappeared, its occurrence and seriousness has fallen so much in the last three months that it will cease to remain a Top Policing Priority so that the scarce policing resources can be channelled to other more pressing demands.
 
 
e)       Proposed CCTV Project at Redriff Road Red Bridge Underpass at Howland Quay
 
The proposal by Andy Bonnici of Surrey Quays Shopping Centre was warmly welcome.    Sergeant Dawson offered to lend the support of Rotherhithe Police for this proposed project. 
 
 
f)        Redriff Estate :  "Bicycle Theft" + Two ASBO Brothers
 
Reportedly, many tenants at Redriff Estate are very concerned about the high number of "Bicycle Theft" incidents.
 
Sergeant Dawson offered to provide Crime Prevention Advice.
 
Sergeant Dawson reported that two brothers (one late teenager and one young adult) who are not residents at Redriff Estate are subject to full ASBO and regularly visited the Redriff Estate neighbourhood.  Allegedly, these two ASBO Brothers steal bicycles to sell for money and steal motorbikes for fun !
 
 
g)       Bywater Place :  Midday Break-in / Burglary
 
Reportedly, there was a midday break-in / burglary, supposedly by gaining access via a 3rd Floor Window.  There was allegedly another similar incident recently and there was fear that the burglar is still active in the neighbourhood.
 
Crime Prevention AdvicePlease be extra vigilant with open doors and windows in this current Heat Wave.
 
 
h)      Brunswick Quay :  "Car-Related Crime" and "Garage Break-Ins" 
 
Reportedly, many residents are concerned with the recent high number of "Car-Related Crime" and "Garage Break-Ins".
 
Crime Prevention AdviceDon't display valuables or tempting articles inside the motor vehicles.  Also, try to remove any signs (e.g.  Sucker Mark left on Car Window after pulling off the Sat Nav for storage) that may attract Car Thieves.
 
 
i)      Downtown :  Anti-Social Parking of Motor Vehicles
 
Vickie Green praised PCSO Paul Gbogidi for his enthusiasm and good work.
 
 
j)     Norway Dock Residents Association :  Fishing-Related Anti-Social Behaviour
 
 Ian McKay praised the invaluable good work of Barry Duckett and Rotherhithe Angling Club ("RAC") in helping combat Fishing-Related Anti-Social Behaviour.
 
 
k)      Policing Priorities for Next 3 Months    
 
-       Dock / Waterway-Related Anti-Social Behaviour ("ASB")
 
Swimming in the Dock is not permitted and is dangerous.  Fatalities have occurred in previous years and the groups that gather are frequently inconsiderate of others.
 
-       Acquisitive Crimes (including Robbery, Burglary, Car Crime + Bicycle Theft)

-      The Ward Panel exists to set and review Community Policing Priorities for the Rotherhithe Safer Neighbourhood Police Team.
 
-      The Ward Panel will meet 4 times a year with minutes recorded and presented at the following meeting.
 
-      The Rotherhithe SNT Sergeant will chair the meetings.
 
-      Membership of the Ward Panel is based around individuals drawn from groups representing members of the community within the Rotherhithe Ward.
 
-      The Ward Panel aspires to include representatives from Residents Associations, Tenants Associations, Faith Groups, Education, Youth Representation, Local Councillors and Other Community Groups.
 
-      The Ward Panel Meeting is not intended to be a "Public Meeting" open to all, but would seek to be representative and transparent in its dealings.
 
-      Agreed Ward Panel Meeting Minutes would be readily available for dissemination within the community and subject to the Freedom of Information Act.
 
-      The Ward Panel Members would be encouraged to facilitate 2-way communication between the Ward Panel and the Groups that they represent.
 
 
c)      Youth Disorder - Update Report
 
-        Current Hotspots (in alphabetical order) :    Abbeyfield EstateAdam GardenAlbion Street and Millpond (& Pinfold ?) Estate 
 
-        Sergeant Irvine explained that statistically, Youth Disorder happens mostly between 10pm and 2am while Rotherhithe SNT normally finishes work at 11pm when they are on "Late Shift".  However, Rotherhithe SNT sometimes work "Weekend Night Shift" from 5pm to 2am to help improve coverage.
 
-        Legal Proceedings :
 
Albion Street :  4 Youths have been issued with ASBOs and one was due to appear in court soon.
 
Abbeyfield Estate & Adam Garden :   2 Youths have been issued with ABCs
 
-        Intimidating Youth Gang :  Police may take names of youths, especially those from "Outside Areas", and pass on their details to SASBU (Southwark Anti-Social Behaviour Unit) which may, among other measures, write to their parents to ask why their kids were hanging about in the streets late at night.
 
 
d)      Rotherhithe & Surrey Docks SNTs & Rotherhithe Community Wardens - Joint Action
 
Sergeant Irvine explained that they have regular weekly meetings as well as frequent email exchanges to share information and to co-ordinate efforts.
 
 
e)      Crime Reporting
 
Sergeant Irvine explained that ALL voicemails have been dealt with in accordance with an established procedure and have been recorded.  However, some callers did not leave their contact details for call-back purpose. 
 
Sergeant Irvine also explained that the police has made it a matter of policy to always ring before knocking on people's doors to minimise the risk of negative repercussion on the callers.
 
 
f)      Rotherhithe Ward Crime Statistics for the Period from 1-4-2006 to 16-6-2006
 
Ms. Linsay Roser (Southwark Police - Crime Statistics) gave a presentation of the "Unpublished Data" which may be subject to changes.

-      10 Most Common Crime Types [(Number of Recorded Incidents) + (% of Total Recorded Incidents)]

Surrey Docks Safer Neighbourhood (Police + Community Wardens) Steering Group Meeting on 26-4-2006 (Updated @ 3-5-2006)

 
 
This meeting was the first SN Steering Group Meeting after the former "Rotherhithe & Surrey Docks Safer Neighbourhood Police Team" was split into two on 31-3-2006 according to the "Political Ward Boundaries" : "Rotherhithe" & "Surrey Docks". 
 
Attendees :  Chief Inspector Chris Hafford (Southwark Police - Head of Safer Neighbourhood Policing); Sergeant Roy Dawson, David Meagher (Manager - Rotherhithe Community Wardens), PC Richard Skinner and 9 Rotherhithe Residents (Baltic Quay, Brunswick Quay, Downtown, New Caledonian Wharf and Swedish Quays).

Un-official Report of Some Issues Discussed :
 
a)    Surrey Docks SN Police Team
 
-      Police Rota :  Flexibility in providing "Late Night" and "Week-End" Street Patrol in response to "Expected Demand".
 
-      Anne Dawson (NOT related to Sergeant Roy Dawson) to join as a PCSO very soon to achieve full staff complement.   
 
b)    Rotherhithe Community Wardens
 
One attendee who lives on her own in a neighbourhood that has experienced Anti-Social Behaviour problems praised the help she has received from the Community Wardens and reported that they have even given her a "Personal Alarm" that was well received and much appreciated.  However, some attendees have raised concerns regarding the apparent continual lack of understanding of the "Roles" and "Public Accountability" of the Community Warden as well as their "Usefulness" and "Value For Money".  The colour of their uniform and its perceived effects have also been discussed.  There seemed to be a general feeling that the Community Wardens are most useful when they make the necessary efforts to get to know the Local Residents and pay them "Regular Visits".
 
c)     Crime Reporting Problem :  Complaint from a Downtown Resident
 
The Problem :  A Downtown Resident of Victory Way phoned Emergency 999 on 15-4-2006 (Saturday).  Reportedly the operator has promised to send 2 police officers to the site but they never turned up.  There was also no follow-up phone call or visit.
 
The Response :  The "new" Emergency Call Centre should provide better service but probably this will take time.  PC Richard Skinner advised that Rotherhithe Police should have received an "Email" regarding the "Emergency Call" in question but reportedly it has not happened and that he has since visited the resident at Victory Way and the matter is deemed to have been settled.  
 
d)     School Children Mugging Other School Children (mostly for "Mobile Phones")
 
Concerns have been raised of this apparent big and still growing problems that adversely affect local schools like "Aylwin Girls School" and "Geoffrey Chaucer Technical College".   Potential counter measures that have been raised included the provision of police/teacher escort for school children from school gates to bus stops as well as forbidding school children from bring mobile phones to schools and/or using them when travelling to and from schools. 
 
e)      Brunswick Quay :  Request for Detailed Local Crime Statistics
 
Reportedly, members of Brunswick Quay Residents Association have expressed concerns regarding a recent robbery at the "Red Bridge" and asked Rotherhithe Police to provide detailed "Local Crime Statistics" to help them understand the likely "Risk" for different "Types of Crime" to gauge how safe their neighbourhood is and may be to change their ways of living accordingly (e.g. late night shopping).
 
f)       Reckless & Anti-Social Riding of Motorcycles ("RAMs") & SN Policing Hours 
 
The RAM problem has continued and reportedly some riders seemed to wait till the SNT is not working before starting to make mischief so that the extension of the SNT working hours to 11pm has only helped to push the problems to start later rather than resolving them.
 
g)      Rotherhithe Sector SN Team Official Launch Event @ 25-5-2006 (Thursday)
 
Chief Inspector Chris Hafford advised that Peckham has chosen "Rugby" as their "Theme" and requested for suggestion of ideas for the Rotherhithe Police Sector but none has been proposed at the meeting.  Please see Item (7) above for further information.
 
h)       Rotherhithe Festival @ 16-7-2006 (Sunday)

i)      Community Pay-Back Scheme
 
The police explained that people available to work under the scheme are mostly unskilled or poorly skilled and are best suited to do tasks like "Site Clearance" rather than more demanding ones like painting and decorating.
