Kam,

Firstly may I take this opportunity to wish you and yours a very Happy New Year, with best wishes for 2006. Secondly, as you know, I'm following the CRAM campaign with much interest, particularly as I have had a number of residents get in touch with me in recent weeks about the worsening problem with more and more kids being bought mini motos and driving them in a menacing and antisocial way. Much praise goes to the police for dealing with the problem the best they can within the powers afforded to them, but I think we would all agree these powers do not allow them to be as effective as they could be in tackling this blight. I thought local residents on your RCSF circular would be interested to know that Cllr Graham Neale and myself are putting a motion to the next Council Assembly meeting of Southwark Council on the issue of mini motos, calling on the government to give police more powers to deal with an escalating problem. The meeting is on Weds 25th January at 7pm the Town Hall, Peckham Road, Peckham. It is a public meeting and everyone is welcome to attend if they would like to hear the debate. The wording of the motion is as follows:

Council Assembly notes with serious concern the rapid growth in the sale and use of "mini motos" and mopeds, especially by children and young adults.

Council Assembly believes the illegal riding of these vehicles is extremely dangerous and anti-social, affecting a number of areas around Southwark.

However, Council Assembly understands the serious difficulties faced by the police in preventing or stopping the use of these vehicles and in identifying and catching those who ride them illegally.

Council Assembly further believes that the current powers afforded to police to deal with the problem are insufficient. Council notes that despite the difficulties police in Rotherhithe have recently managed to secure two arrests and have seized a number of vehicles. Council therefore believes that publicly criticising the police over the issue is very damaging.

Council Assembly calls on the Council to work up proposals for Government legislation, in conjunction with other organisations, which will enable local authorities and the police to have better powers to tackle this problem long term.

Hello Kam,
 
I am pleased to say that all five junior schools on the peninsula...Alfred Salter...  SJohns. Peter Hills ...Redriff...and Albion along with Bacon's Secondary School, have all been given a copy of the c.r.a.m. newsletter which explains the dangers and costs to parents and children, if they purchase these machines and are caught driving them in R.D.W. they will all be displayed on their respective school notice boards as from today.  Some of the schools mentioned above are going to put this item in their next school newsletter.

This policing priority mainly focuses on motorists and cyclists that behave illegally/irresponsibility like cycling on pavements and ignoring traffic lights.  Problems with "RAMs" (Reckless & Anti-Social Motorcycles) was separately classified as "Vehicle Crime, including Abandoned Cars" that was ranked as one of the two "Joint 43rd Policing Priorities" in this survey.

Recommended Reporting Procedures for Dangerous, Illegal & Anti-Social Riding of Motorcycles in Public 
(Last Updated @ 20-12-2005)
 
 
Introduction :  Many Rotherhithe Residents, School Children, Dog-Walkers and Other Users of "Public Parks & Open Spaces" are getting very concerned that a small number of anti-social individuals, mostly teenage boys, are causing havoc by using them as “Motorcycle Racetracks” and turning them into “No Go Zones” for the decent majority.  This very serious problem might have been caused by deliberate misconduct or ignorance of the law as clearly stated in the widely displayed Public Warning Notices that give messages like “… the driving of any motorized vehicles on this land is strictly prohibited".

Reporting Illegal & Anti-Social Use of Motorcycles in Public Open Spaces

"People of Rotherhithe" (Residents, Visitors & Workers) can all help by promptly reporting illegal and anti-social motorcyclists to the “Rotherhithe Community Safety Service Providers”.

1)  Reporting Dangerous, Illegal & Anti-Social Riding of Motorcycles in Public

Report such incidents immediately by calling "999" if the motorcyclists are a danger to themselves and anyone they may encounter or you have good reasons to suspect that stolen motorcycles are being driven (e.g. full-size motorbikes with no number plates) and there is a good chance of police making an arrest.  In all “Non-Emergency” situations, call Southwark Police’s 24-Hour Switchboard Tel : 020-7378-1212 instead. Please always ask for the "Police Crime Number" or "CAD (Computer Assisted Despatch) Number" (e.g. 8763/271105 for a report filed on 27-11-2005) specially allocated for each incident reported to the police to ensure its incorporation in the "Recorded Crime Statistics" to help attract the necessary attention and scarce policing resource for tackling the problems successfully.  Please always note the "date" and “time" when you telephone to report an incident for potential follow up purpose.  It will be helpful to have certain information at hand before dialing 999 to include :

-    The Number of Motorcycle(s), Rider(s) and Spectator(s) involved

-    Description of the Individuals (e.g. age, clothing, ethnic origin and gender)

-    Motorcycle-Specific Data :  Manufacturer,  Registration Number, Model and Colour  

[ e.g. Honda Motorbike (Registration Number LM 53 DXZ) (Model: XR125) (Red & Black) ]

-    Location & Direction (e.g. Waterman Walk is a Public Footpath that can be accessed via the entrance to Russia Dock Woodland opposite to a street called Onega Gate by turning left off Redriff Road when heading North East to join Salter Road.)

Current Policing Policy & Practice : 

1st Time Offenders when stopped by police will be given an Official Warning

More Frequent Offenders may have their Motorcycles Seized and Impounded.

Each Owner has to pay a Fixed Charge of £105£12 Daily Storage Cost to get back an Impounded Motorcycle.  This "Monetary Penalty" is probably an effective monetary deterrent in view that some owners never reclaimed their impounded motorcycles.  Additionally, the police can also impose fines of up to £1,000 and issue £80 Fixed Penalty Notices.

2)  When Someone is or suspected of Owning a Motorcycle that has been or intended to be Driven Illegally or Anti-Socially

Some individuals may not be aware that it is "illegal" to ride "Mini-Motos" or other "Off-Road / Un-Registered 2-Wheeled Vehicles" in "Public Places" and that it is forbidden by law to ride motorcycles of any kind in some Public Parks (e.g. Russia Dock Woodland) and on Public Footpaths (e.g. Waterman Walk). 

If it is deemed safe and practical to do so, please advise/warn them or urge them to seek advice from the police.  Otherwise, please promptly inform the Rotherhithe & Surrey Docks Ward Safer Neighbourhood Policing Team (Tel: 020-8649-3588) or Rotherhithe Community Wardens (Tel: 020-7394-6540) by giving the name(s) of the individual(s) concerned (e.g. A Young Motorcyclist and the Parents) and/or address(es) where these motorcycles are kept. 

3)  When Someone (Retail Shop, Car Boot Sale & Street Trader) is or suspected of Selling a Motorcycle that will be Driven Illegally or Anti-Socially

Reportedly, some irresponsible Retail Shops & Street Traders are selling these motorcycles illegally and misleading their customers to believe that it is OK to ride them in Public Places.  Please promptly report to Rotherhithe & Surrey Docks Safer Neighbourhood Policing Team (Tel: 020-8649-3588) or Rotherhithe Community Wardens (Tel: 020-7394-6540).

I have met today with Steve Cornish and others at RDW.
I fully understand residents frustration with this issue and very much share the concerns they raise.
We have been paying attention to the area and will continue to do so.
We do face a difficult battle with this issue as many factors are weighted in favour of those we wish to catch.
We generally have a good idea that those riding the bikes are part of particular groups that we can name.
Having a good idea is not enough to arrest or report individuals or to obtain asbo's - we would need to be able to identify an individual at a particular time / location.
It is very difficult to physically get hold of a youth on a bike that will not stop for police, we are not allowed to chase any vehicle using a motorcycle to pursue.
When chasing a motorbike using a car any rider with any local knowledge will go for gaps the car cannot get through.
We are not allowed to use police vehicle to block a bandit vehicles path.
Riders wearing crash helmets are almost impossible to identify to an evidential standard.
Trials bikes are not fitted with number plates, stolen bikes will frequently have their number plates removed when they are taken.
Bikes that do have number plates are rarely registered correctly.
There are countless egress points from the Woodland and it would require a vast amount of officers to cover each and every one of them.
In the last week when addressing this problem, bikes have been ridden at speed at me and other members of my team.
In the past month a response team officer was injured by the rider of a scooter riding directly at him.
I cannot demand that an officer stands firm whilst a motorcycle is ridden towards him at speed, I would be failing in my responsibilities as a supervisor not to assess the risk and direct them to take evasive action.
Police do have certain equipment designed to deflate tyres of vehicles that fail to stop but they are not allowed to be deployed against motorcycles.
I do not know of item of equipment that would protect an officer and assist in detaining a bike and it's rider.
I have no miracle cure for this and if anyone can provide a usable, practical and legal solution I am more than happy to listen.
The issues of bike related anti-social behaviour is being look at on a borough wide level.
Despite these factors we have arrested two youths in the past couple of weeks and have sufficient evidence to arrest two more when they are next encountered.
We have also seized bikes including the one used to injure the response team officer.
We have three evenings this week where the whole team will be deployed on this problem.
I am happy to deploy officers in plain clothes or uniform and I am willing to try a variety of tactics.
We have already tried discrete observation in the woodland and it is of some value however it does not provide a guarantee that will be able to identify riders or stop bikes when they appear.
We will continue to address this issue as best we can.

The situation in Russia Dock Woodlands is getting worse and needs addressing before it escalates further. The motorbikes seem to be out every evening causing problems and destroying the grass. Given that we know they will almost certainly be there, could your team arrange a surveillance operation whereby you watch and wait for them? It could be a very fruitful exercise and if successful could put paid to the problem or at least have a significant impact. It will be a nightmare if RDW gains a reputation as a local racetrack. I would appreciate your thoughts on this suggestion or any other strategies you intend to employ.
