Lisa :  Thank you for your email below.  I welcome the keen interest that you have shown in my proposed Southwark News Special Report as a collective "Goodbye Gift of Goodwill" to Sergeant Roy Dawson from the Rotherhithe Community.  I would like to hereby make two suggestions of how you and Rotherhithe Community Council ("RCC") can be incorporated into my proposed "Rotherhithe Community Safety Success Story" that Chris Mullany, Joint Editor of Southwark News has kindly offered to help with:
 
1)    RCSF's Deputation by Barry Duckett & myself at RCC Meeting for the Nightly Lock-Up of  King George's Field
 
Roy has kindly offered the full support of Rotherhithe Police via his written report to Southwark Council.  I have understood from Barry Duckett, Chair of Canada Estate Tenants & Residents Association that this successful venture has been very much appreciated by the Local Residents who used to suffer from a high level of nightly anti-social behaviour.
 
2)    RCC's Crime Surveillance & Public Safety CCTV Projects for Albion Channel, Surrey Water and Russia Dock Woodland
 
Roy and his team have offered professional advice and strong support for these projects by working in collaboration with the "Multi-Agency  Groups" involved. 
 
3)    London Clean Up Week  on 9-3-2006   { See Photo (e) below ]
 
Mini-bike Blitz in Rotherhithe that was a joint operation of Rotherhithe Police & Rotherhithe Community Wardens.

I have spoken with Steve Cornish (Chair of The Friends of Russia Dock Woodland) yesterday who too has welcome my proposed Southwark News Big Story and lent his support.  Steve has asked to clarify that the generous donation of musical equipment by Rotherhithe Police as referred to in my email below to you of 19-7-2006 @ 11:04 PM were used by the fast-rising Rotherhithe Band, "The Horne", to teach local kids at Canada Estate Tenants Hall every Saturday as their "Music & Mentoring Community Payback Programme" in return for the strong support they have received in their times of need - a wonderful "Rotherhithe Community Building Success Story" in its own right. 
 
I would like to hereby recommend another person, Rebeka Clark (Manager of Stave Hill Ecological Park ("SHEP") & Southwark Woman of The Year 2006 (Active in the Community Category)  to be considered as a potential interviewee.  Rebeka and Steve have both worked tirelessly together in conjunction with Roy and his team and Southwark Council to combat crime and anti-social behaviour in Russia Dock Woodland ("RDW") and SHEP.  Their many "War Stories" in fighting against the all odds to reclaim RDW and SHEP for the "Decent Majority" that included the latest and first ever "Rotherhithe Music & Arts Festival in RDW" on 16-7-2006 have all been well documented by Southwark News.

Thank you very much for your kind email below and the prompt and positive response to my suggestion of a special feature article on Roy Dawson.  I think if Southwark News can interview a diversified group of people like that for the 1-page article for the Rotherhithe Crime Survey Official Launch and Envelop Stuffing Day on 12-9-2004" with many unique features/insights as well as a great "Common Interest" in terms of "Safer Neighbourhood Policing" throughout Greater London, the proposed Southwark News' special article has the great potential of generating a lot of public interest both in Rotherhithe and beyond.  I have forgot to include two other points listed in my initial email below :

a)    Roy has given strong support to Surrey Quays Shopping Centre without which their recently launched Home Office Award-Winning Business Against Crime Scheme - the first of its kind in Southwark - would not be possible.

b)    Roy was one of the two top-level representatives from Rotherhithe Police that gave strong support to RCSF at the 2nd Stage of the 3-stage Assessment Process for RCSF's nomination for "The Deputy Prime Minister Award for Sustainable Communities Award 2005" when Jack Pringle, President of the Royal Institute of British Architects, one of the award assessors, met with RCSF representatives at Surrey Quays Shopping Centre.

Please find below my suggestion of some potential interviewees for the proposed Southwark News special:

I hope you and yours are well.

I have heard from Sergeant Roy Dawson at the Surrey Dock Ward Safer Neighbourhood Steering Group Meeting last night that he is expecting to move to a new post in the Met Police's Transport Unit once a replacement has been found for him.  I thought Southwark News may be interested in doing a report about Roy and his ground-breaking "Safer Neighbourhood Policing" efforts in Rotherhithe which has a lot of special features which included:

1)    Rotherhithe has benefited from one of the 2nd wave of "Safer Neighbourhood Policing Teams" that were introduced in a 4-year Step Change Roll-Out Program, well ahead of most of the other boroughs in Greater London.  The "Management Meetings" of Roy's Team have changed its format from an exclusive "Steering Group" to a "Public Meeting" in a conscious effort to increase "Public Accountability" and "Community Involvement".

2)    Roy used to run a "Safer Neighbourhood Policing Team" that served both "Rotherhithe Ward" and "Surrey Docks Ward" until its split in March this year.  I guess it was a truly unique arrangement that resulted from the creative thinking of Commander Ian Thomas & Co.

3)    "Youth Crime & Anti-Social Behaviour", two of the most talked-about crimes nationally have long been the most prevalent types of crime in Rotherhithe.   Roy is one of the most qualified police sergeants to talk about them.

4)    Roy has been charged with the great responsibility to enforce the first ever "Dispersal Order" (Albion Street Dispersal Zone) in Southwark under The Anti-Social Behaviour Act.

5)    Roy was a member of the "Rotherhithe Crime Survey Working Group" under the leadership of Val Shawcross AM that has successfully used "Positive Activities" to help combat "Youth Crimes" in Rotherhithe.  We were the first to support Barry Duckett's idea of using "Music & Mentoring" ("M&M") to combat "Youth Crime" in the Albion Street Area.  Roy has used £5,000, a big part of the annual budget of the Rotherhithe Safer Neighbourhood Community Fund to buy the much needed musical equipments for "The Horne" before most people have ever heard of them.

6)    Roy has succeeded in securing the help of Commander Ian Thomas to visit Russia Dock Woodland ("RDW") to lend support to the "CRAM Campaign" that was jointly run by RCSF and The Friends of Russia Dock Woodland Group last December to combat "Reckless & Anti-Social Riding of Motorcycles ("RAMs")" in RDW.  There has been a marked decrease in the number of RAM incidents in Rotherhithe in recent months.

7)   Last but certainly not least, Roy has to deal with very demanding "customers" like Barry Duckett, Steve Cornish and myself :-)

I would gladly provide you with more information and may be some photos also should Southwark News be interested in running a special feature report on Roy.  I think it will also be fun if Roy's Team Members and Customers can be interviewed to help give a comprehensive and colourful picture of what "Safer Neighbourhood Policing" is all about.  I am sure Roy will be the best qualified person to "Tell It All" via Southwark News and I for one will want to read all about it.

Subject: Police still waitng to receive CCTV footage

I hope that you are well and will try to meet with you soon for a general catch-up. Apologies for the slow response to your previous e-mail re the above but I have been having a few problems with my e-mails during the last week.

As you know the centre works closely with the police who view CCTV recordings on a regular basis within the centre’s security control room; should police require a copy of any CCTV recording then a “release” form is completed and a copy burnt to disk normally the same day as a request is made.

I have checked with the security team and they are unaware of any outstanding requests for supply of CCTV footage currently.  For information though the centre has supplied CCTV evidence to the police within the last 3 months relating to theft of bicycles and one piece of evidence supplied resulted in the culprit receiving a custodial sentence.

Everyday CCTV recordings are kept for a period of 30 days before being erased to comply with data protection requirements.

I hope that the above provides some clarification and if the centre receives any request for footage in connection with the incident you detailed then I will ensure that all relevant recordings held are made available without delay.

Re the RCSF and achievement of its objectives, I think it, or rather you, should be commended for providing a regular news source to all interested parties which ensures members are kept aware of local community safety issues and responses to these. This information sharing does, I believe, help keep a focus on community safety and facilitate any actions required.     

It may be beneficial for the future to investigate whether police, local authority / businesses have any funding, or other resource, available for particular projects that they would like to see happen in the Rotherhithe area and to see if the RCSF could help to co-ordinate and deliver these. 

Daytime meetings are easier for Andy/I to attend although I know are difficult for you – if you ever want to convene a daytime RCSF meeting, which could include a Saturday, then the centre’s conference room is available to use.

The Surrey Quays business crime reduction partnership has been awarded the national Safer Business Award which is supported by the Home Office and managed by Action against Business Crime.  The criteria based Award recognises towns, cities and shopping centres that demonstrate a strong practical commitment to reducing retail/ business crime such as shop theft and anti-social behaviour.  The partnerships also have to demonstrate a commitment to creating and maintaining a safe and secure environment for all those who use its facilities.

David Leigh, Regional Business Crime Manager for Action Against Business Crime, commented, “The Surrey Quays partnership is sending a very clear message to those who steal and threaten local businesses because these individuals are being recognised and prevented from committing crime in the first place.  This is about deterring and prevention.”

I thought you would be interested to learn that the Surrey Quays Business against Crime partnership passed a final assessment today and has been awarded the Safer Business Award (awarded under the Home Office’s Action against Business Crime iniative).  In the next few weeks an award ceremony will take place at the centre at which the partnership will receive its plaque and hopefully this will generate some favourable press.

Take-up amongst retailers in the scheme has been high and members of the partnership have been issued with photo-files, the images themselves having been provided by the police under an agreed set of protocols.

I trust that you are well and will update you soon on the successes of the partnership.

Explain how SHED is energy conscious, and show the different energy sources that we will be using. (solar power, passive water heating, green roof.)
 
Class Activity.
Class divides into pairs, with each pair making two pinwheels.
Walk to Stave Hill, and use the pinwheels to make the St. John’s School wind farm on side of hill.
 
Programme for Years 3 and 4
Topic: Waste
Each child should bring along: a newspaper or magazine.
An empty small plastic water bottle
Some sweet wrappers or empty crisp packets or a plastic carrier bag.   
 
Divide class into four teams.
Team 1 : glass and cans
Team 2 : sweet wrappers, crisp packets
Team 3 : plastic bottles, paper
Team 4 : all other rubbish
 
One child in each team to record findings on clipboard, other children to do the count. As we walk through Park to SHED, each team is to record the litter that they see.
When we get to SHED, all findings will be recorded on a flipchart graph. We will see how much of the litter could have been recycled.
 
Questions:
What happens to your sweet wrapper when you have finished with it? 
Why is litter bad for the environment?
What goes into your rubbish bin?
What happens to rubbish then?   
What could we do with rubbish instead?
What does recycled mean?
 
Class discussion on things made from recycled materials: what do they use at home which is recycled material? What recycled materials have been used in SHED?
                                     
Class Activity.
Using the materials that they have brought with them, each child will make a Garbage Goblin. 
These will then be used to decorate a tree in the Park, on the way back to school.
 
Programme for Years 1 and 2
Topic: Quizzes and Happy Trail.
These classes will carry out two activities.
 
Activity 1 :
As we walk through the Park, the class will be asked to think about Stave Hill. What can they see? What do they like? What would they like to do in the Park?  Is it a nice place? 
When we get to SHED, the class will be asked to talk about their walk. Did being outside in the Park make them feel happy? What about the wildlife that lives in the Park? Do they think the birds/ hedgehogs etc are happy here? 
They will then be asked to draw a picture or write down their happy thoughts about the Park.
We will then walk partway back to the school, stopping in the Orchid Meadow.
 
Activity 2 : working in pairs, the class will work their way around a quiz trail about wildlife.
Whilst the class is doing the quiz trail, Stave Hill staff will be laminating their drawings or words. They will then be hung up along the Long Meadow Path, so that the children see their Happy Trail as they walk back to school.  
 
Programme for Nursery and Reception classes
Topic: Bumblebees, Ladybirds, Butterflies and Apples.
We will supply the Nursery and reception classes with card cut-outs of Bumble bees, Ladybirds, Butterflies and apples. Before coming into the Park, the children should colour these in, and attach a piece of string. The children will then come into the Orchard, and decorate the apple trees. In the Orchard, we can talk to the children about the importance of Bumblebees, Ladybirds, Butterflies and apples.

Rotherhithe Peninsuilar-wide Wildlife Project : Rotherhithe Community Council's Cleaner, Greener & Safer Funding 2006-7 of £20,000
T.R.U.E. has been granted 64% of the £31,175 funding they have applied for co-ordinated habitual improvements to the Rotherhithe Community Council Area (Lavender Pond Local Nature Reserve, Russia Dock Woodland, Stave Hill Ecological Park and Surrey Water) by linking up waterways and wildlife corridors as well as promoting community partnerships.  The proposed projects include that to green up the waterways, improve water quality, create nesting habitat for birds, create corridors of species rich grassland and woodland to help achieve national and London Biodiversity Targets (Reed Bed, Sand Martins, Bumble Bees & Reptiles).

GLA Representative's Nomination of RCSF for Home Office's TOGETHER "Taking A Stance" Award 2005" (Last Updated @ 10-3-2006)

 
 
 
 
 
RCSF Members have worked long, hard and well together to make RCSF a success.  Val Shawcross AM, GLA Representative of Lambeth & Southwark, has kindly nominated RCSF for the Home Office's "Taking a Stand Awards 2005" as described in her email of 11-1-2006 @ 12:29pm below.  RCSF warmly welcome and thank Val for her kind initiative and public recognition of RCSF, above all, her long-standing and consistent strong support for RCSF from its inception.  It is a great pleasure to share the good news regarding the latest nomination while bearing in mind that there is a risk that RCSF will not win the award.  
 
"Anti-Social Behaviour" can have a devastating impact on people and the places we live, hold back the regeneration of our most disadvantaged areas and creating the environment in which crime can take hold.  However, if more people unite to take action, TOGETHER we can make a big change for the better by turning the "Fear" and "Intimidation" caused by "Anti-Social Behaviour" into "Strength" to tackle it.  The only way we can ensure that communities are the kind of places we all want to live in, is by taking action against the "Minority" who make others' lives a misery.  There is a role for EVERYONE in saying enough is enough and do something positive to combat the problems.
 
The "Taking a Stand Awards" first started in 2003 as part of the Government's "TOGETHER Campaign" to tackle "Anti-Social Behaviour" by giving recognitions to individuals and groups that have made a real difference by "Supporting The Community" or "Helped Tackled Anti-Social Behaviour".  There were over 30 Award Winners in 2003 from around the country.  The 2004 Awards attracted over 600 nominations with 100 Award Winners.  The Home Office has hoped for a record numbers of nominations for the 2005 Awards. The last date for nominations for the 2005 Awards was 13-1-2005 and Award Winners will be notified at the End of March 2006 (NOT February 2006 as initially announced). The 2005 Overall Award Winner will receive a Cash Prize of £5,000 and all other 2005 Award Winners will each receive a Cash Prize of £1,000.

Rotherhithe Community Safety Forum ("RCSF") has been successful in being selected to enter "Stage 2" of the "3-Stage Assessment Process" for the Deputy Prime Minister Award for Sustainable Communities 2005This is the 3rd year for this prestigious annaul competition that is opened to Community Projects of any kind and every size in England.  Assessment Panel Members include senior figures in academia, professinal bodies & business groups that are particularly interested in "Success Stories" in "Community Building" and "Regeneration".  Winners will gain "National Recognition" and "Winning Ideas" will be actively promoted to be shared with other people and community groups that may benefit from them.

I am writing to inform you that the Rotherhithe Community Safety Forum entry for the DPM Award for Sustainable Communities 2005 has not been chosen to proceed to the next stage of the assessment process.

The award scheme attracted a large number of entries once again this year and as such the competition was incredibly strong. I regret to inform you that your project was not found to sufficiently address the strict criteria for this award and has not been selected to proceed to the next and final stage of the assessment process. The assessment panel considered that the project would perhaps be more suited to the criteria of the BURA Charitable Trust Awards for Community Regeneration. We will forward some background information on these awards in order that you may consider if this is the case. These awards are run on an annual basis. Whilst no dates are confirmed as yet for next year, we would anticipate inviting entries in the spring and will arrange for entry material to be sent to you at this time. Award Criteria

Nominations were invited for projects and initiatives of all types and sizes that are contributing to making towns, cities and rural communities in England better places in which to live and work.

ALL projects and initiatives must demonstrate active involvement of the community including business and/or residents.

ALL projects and initiatives should be advanced to a state where there is a record of success with demonstrable results and should meet some, or all, of the following criteria:
  • SOCIAL AND CULTURAL
    Creating vibrant, harmonious and inclusive communities
  • GOVERNANCE
    Creating effective and inclusive participation, representation and leadership
  • ENVIRONMENTAL
    Creating places for people to live in an environmentally friendly way
  • HOUSING AND THE BUILT ENVIRONMENT
    Creating a good quality built and natural environment
  • TRANSPORT AND CONNECTIVITY
    Creating good transport services and communication linking people to jobs, schools, health and other services

Assessment Process

All nominations are scrutinised by an independent Assessment Panel administered by BURA. Panel Members are neither included in any discussion nor assessment concerning projects in which they have had direct involvement.

The assessment process is divided into three stages.

Stage 1
All nominations are assessed on paper, to ascertain whether they sufficiently meet the specified criteria.

Stage 2
Projects that sufficiently meet the criteria are visited by a member of the Panel, and a written report submitted to the Panel for collective discussion. A short-list of projects is then agreed.

Stage 3
Projects on the short-list receive a visit from a further member of the Panel. A second written report is submitted to the Panel for further discussion and the recommended finalists are selected from this list for final approval by The Deputy Prime Minister.
