3) Greenland Dock Pedestrian Access Crime Surveillance & Public Safety CCTV Project : Rotherhithe Community Council ("RCC") Cleaner, Green, Safer (“CGS”) Funding Application Workshop on 17-10-2006 (Tuesday) from 8:05pm to 8:55pm Further to my Notification Email of 10- 10-2006 @ 12:37 PM, please note the necessary correction that the proposed CCTV Project has only passed the initial “Screening Process” for suitability of further consideration and none of the competing projects have yet been “Short-Listed”. The “RCC Cleaner, Greener, Safer Scheme” is intended for allocating “Capital Grant” to competing projects and does not have the power to grant any associated “Revenue Funding” that may be required which is vital for the ongoing costs for the proposed CCTV System. Hopefully, critical issues regarding this proposed CCTV Project, and perhaps more importantly the reasons for the proposal and what are the expected benefits can be raised and discussed at the Workshop. There is a strong likelihood that instead of an outright implementation of a CCTV System, RCC may decide that the main focus of the proposed scheme should be on securing “Improved Public Street Lighting” and “Designing Out Crime” in the first instance and as the “Quick Deliverables”, as this will have the biggest expected “positive” impact in the short-term while keeping the option open for further potential development which may ultimately lead to the implementation of a CCTV System with the help of a “Multi-Agency Community Safety Partnership” involving Local People, Local Businesses, Rotherhithe Police and Southwark Council. All the competing projects for RCC CGS Funding that have passed the initial “Screening Process” will be presented/discussed at the “Cleaner, Greener, Safer Workshop” on 17-10-2006 (Tuesday) that is scheduled to run from 8:05pm to 8:55pm at Surrey Docks Water Sports Centre, Rotherhithe SE16 1LL. Please help this project to win the intensely competitive funding bid by “Spreading The Words” and/or by attending the Workshop during which a “Straw Poll” (by Show of Hands) may be taken as an indication of “Public Support” for the competing projects although the outcome will not be binding on the Southwark Councillors who will make the final decisions. 4) Rotherhithe Crime Statistics for the 12 Months-Ended 31 August 2006
Please see the attached 6-page report which can also be accessed via the Web Link : http://rotherhithe0001a.spaces.live.com/blog/cns!13812BBE54BAD78D!112.entry The patterns that may be gleamed from the August 2006 data were similar to that for June 2006. Thankfully, Rotherhithe Ward has continued to do admirably well in combating crime and achieved reduction in “Year-On-Year Crime Rate” for 7 out of 9 types of crime and 5 of which had “double-digit “ % falls. Unfortunately, the reverse happened in Surrey Docks Ward that has continued to suffer from an apparent stubborn trend of rising crime rates. 6 out of 9 types of crime have shown “Year-On-Year Rate of Increase” and 5 of which were “double-digit “ % rise. “Acquisitive Crimes” (“Burglary, “Robbery” and “Theft & Handling”) have remained a relatively big problem with fast growing “Year-On-Year Rate of Increase”. "Robbery" has remained one of the fastest growing crime types in both wards with that in Rotherhithe Ward rising almost twice as fast on a “Year-On-Year Basis” as that for Surrey Docks Ward despite of its relative "out-performance" in almost all other types of crime. Sergeant Al Irvine has led Rotherhithe SNT since 31-3-2006. Sergeant Neil McCluskey has only started to lead the Surrey Docks SNT from 13-9-2006. Please continue to lend your support to Al and Neil and our Safer Neighbourhood Police Teams.
5) Emergency Repair Project of "Faulty Public Street Lights" at Finland Quay in October 2006
Effective “Public Street Lighting” has long been one of the useful tools for promoting “Community Safety”. Please see “RCSF Contacts List” in the "RCSF Reference Document List Section” below for recommendation of “Faulty Street Light Reporting Procedures”. The affected area is one of the most “Walked-Through” spot in Rotherhithe and the problem was reported in Item (3) of RCSF Circular @ 1-10-2006 (Web Link : http://rotherhithe.spaces.live.com/blog/cns!FC4C191A8F51F272!828.entry) Southwark Council’s Senior Lighting Engineer, Eddie Henry and his colleague, John Yuill, have once again offered their prompt assistance in fixing the problem for the benefit of many Local People and Local Businesses. This is a good example of our successful "Multi-Agency Community Safety Partnership" with Southwark Council playing a key role in our collective effort to combat "Crime" and the "Fear of Crime" in Rotherhithe. 6) “Cyber Crime” Feared More Than Burglary (Source : City A.M. on 10-10-2006)
The UK Government’s “Get Safe Online Survey” showed only “Credit Card Fraud” as more dangerous than “Internet Crime” according to 27% of the 1,317 participants. A recent BBC News investigation demonstrated how vulnerable unprotected Home Computers can be.
In the 6 months to 30-6-2006, British shoppers spent more than £13bn online while 52% of Britons used online banking. The survey revealed 18% of internet users said they were too concerned about security risks to shop online and 24% were reluctant to use internet banking services.

7) “WHICH? Says Tesco Tills Are Fraud Risk (Source : City A.M. on 6-10-2006)
The UK Consumer Group WHICH? says the Tesco’s tills do not take “Chip-and-Pin Technology” and are therefore vulnerable to fraud, with thieves able to use stolen bank and credit cards.
Tesco said that fraud levels at its 320 supermarkets that use “Self-Service Check-Out” was still low and that “Chip-and-Pin Technology” has begun to be rolled out and should be completed by 1-12-2006.

In view of the continual "Community Safety" concerns in the neighbourhood, Southwark Council has made a special one-off decision to repair all three street lights which involved spending "Public Money" on "Privately Owned Items".
In the interest and spirit of our "Multi-Agency Community Safety Partnership", it is important to appreciate and respect that Southwark Council cannot take on work that is being requested without proper check and control (budgetary and otherwise). This special gesture of goodwill on the part of Southwark Council should not be viewed as a "precedent" by the Bywater Place Residents Association or other Private Residents Groups.
On behalf of RCSF, I would like to hereby express my sincere gratitude to Eddie Henry, Southwark Council's Senior Lighting Engineer, for his strong and continual support for our collective "Rotherhithe Community Safety" efforts. Eddie should be no stranger to the regular readers of RCSF Circulars for he has offered his professional assistance on numerous projects that RCSF has been directly involved with including the Albion Channel (Canada Water + Surrey Water) CCTVs Project, Bywater Place Major Street Light Repair and helped repair the public street lights at the Tesco/Redriff Road Underpass and the Moby Dick Pub/Redriff Road Underpass ( a major "Crime Hot Spot").

Please arrange a Southwark Council's Lighting Engineer to visit the site and undertake the necessary repair at your earliest convenience in view of the "Big-Scale Teenager Outdoor Gathering" in Russia Dock Woodland ("RDW") & Greenland Dock Area on 22-9-2006 (Friday)" that has been reported via Item (4) of Rotherhithe Community Safety Forum ("RCSF") Circular on 25-9-2006 (Web Link : http://rotherhithe.spaces.live.com/blog/cns!FC4C191A8F51F272!826.entry).
"Group of Teenagers" has again been seen to be in the vicinity at around 8pm on 29-9-2006 (Friday). It has been noted that all the Public Street Lights at Finland Quay, in front of Moby Dick Pub and next to Russell Place Shops, and the whole length of the public footpath between Quebec Way and Onega Gate that joins Greenland Dock to the Moby Dick Pub/Redriff Road Underpass and Russia Dock Woodland have become defective. The likely number of teenagers was difficult to ascertain due to the defective street lights but was estimated to be around 30+ and rising with new influx of teenagers still moving towards the gathering area from different direction.
Please let me know when the repair is likely to be undertaken. Many thanks.

4) "New On-The-Spot Fines of up to £100 in 2007" [Source: The Times @ 29-9-2006 (Pages 1, 2 and 23)]
Nearly 30 offences, including assault, threatening behaviour, all types of theft up to a value of £100, obstructing or assaulting a police officer, possession of cannabis and drunkenness will be punished by instant fines of up to £100 from early 2007 under a Home Office's proposal to keep hundred of thousands of offenders out of court. With prison numbers at a record level, ministers are desperate for measures that will reduce the use of custody.
The 30,000-strong Magistrates Association says the proposals make a mockery of the Criminal Justice System and downgrade the gravity of offences that should go before the courts.
"The Question is Whether a Fixed Penalty amounts to Justice".

Subject: RE: Downtown - Mobile Phone Mast Campaign Good news on the Orange phone mast application - it's been turned down by Southwark Council.
I have received notice from Joe Battye (Head of Development and Building Control) that the 10.3m mobile phone mast prior approval application in Downtown Road has been refused. The mast was refused because it was considered to be detrimental to the character and appearance of the streetscene. The Council also considered that the applicant had not provided sufficient justification for the siting of the mast in this location, because of the limited range of alternatives considered and the limited review of each of them. I'm very pleased with this decision and sure many of you are too. Of course, it is now up to Orange to consider their position on whether they want to appeal the decision. As soon as I hear anything, I will let everyone know.

This "By Invitation Only" meeting has been postponed, probably for Mid-November 2006.
3) 25-Strong Gang Attack on 17-Year Old - Update [Source: Southwark News @ 21-9-2006 (Page 3)]
Police has arrested three suspects by 13-9-2006 for the 25-strong South East Asian gang attacked on a 17-year old male at Salter Road's Astroturf Football Pitch on 5-9-2006 (Tuesday) between 10:15pm and 10:30pm, involving the use of small swords, that led to serious injury suffered by the victim. 4) "Big-Scale Teenager Outdoor Gathering" in Russia Dock Woodland ("RDW") & Greenland Dock Area on 22-9-2006 (Friday)
Further to the "Local Intelligence Report" on the resurgence of "Teenager Outdoor Gathering" in RDW on 15-9-2006 (Friday) as reported in Item (2c) of RCSF Circular on 17-9-2006, a big group of 50+ youths, boys and girls, mostly aged between 10 to 15, has been seen to be chased by police in the Greenland Dock/Russell Place area on 22-9-2006 (Friday) at about 9:10pm. The youths ran off in different directions, towards the Moby Dick Underpass into RDW and some towards Redriff Road, Brunswick Quay, etc. Police siren of suspected police reinforcement was heard some 10 minutes later in the same neighbourhood.
A "Local Intelligence Report" stated that noisy youth gathering was heard in RDW at around 8:30pm which included running around, shouting, firework/sparklers and screaming (by girls who were chased by boys).
Another "Local Intelligence Report" stated that this relatively new phenomenon of massive outdoor teenage gathering was caused by the continual lack of suitable/affordable "Youth Provisions" in Rotherhithe as well as the perceived need for "Safety in Number" due to the fear of Youth Gang activities [Example: See Item (3) above)].
A RAM (Reckless & Anti-Social Motorbike) was heard in RDW and the Downtown neighbourhood later that evening, A burnt-out motorbike was spotted in RDW the following day which has been reported to Rotherhithe Police.
5) Airline Overturn Ban on Large Bags & Musical Instruments [Source : The Times @ 22-9-2006 (Page 12)] Large pieces of Hand Luggage and Musical Instruments are to be allowed back into aircraft cabins from 22-9-2006. The ban on "Liquids" will continue, except for Baby Milk and Essential Medicines.

6) Parents of Under-12s Face Fines as Truancy Hits Record High [Source : The Times @ 22-9-2006 (Page 4)] Under a new scheme, 1,000 Primary Schools with poor attendance records will be asked to draw up a list of persistent truants. Their parents will be given 12 weeks to improve their children's attendance or face automatic prosecution and a £50 fine. If this is not paid within 28 days, the fine will rise to £100.

A gang of 25-strong South East Asian Gang attacked a 17-year old male at Salter Road's Astroturf Football Pitch on 5-9-2006 (Tuesday) between 10:15pm and 10:30pm, involving the use of small swords, that led to serious injury suffered by the victim.

c) Resurgence of "Youth Gang Activities" in RDW
The latest "Youth Gang Activities" along the Public Footpath that was previously known as "Waterman's Walk" in RDW in the evening on 15-9-2006 (Friday) that involved some 10 - 20 teenage males and females, roaming, drinking and shouting in RDW with suspected underage drinking, until around 11:30pm. Some discarded drink cans/bottles (both alcoholic and non-alcoholic) have been seen along the length of "Waterman's Walk" the following day and among other things, a Durex packet in the middle of the public footpath and two smashed Smirnoff Vodka bottles at the Anti-Motorbike Barrier Gate at the Moby Dick Underpass.
There used to be regular "Youth Gang Activities" along "Waterman's Walk" almost every Friday evening until the near fatal attack on Manuel Dessolis on 21-9-2003 after which that part of RDW has become a "No Go Zone" for many people for sometime.

All seem to be in good working order and Southwark Council's CCTV Control Room has already got some recent footage of RAMs (Reckless & Anti-Social Motorcycles) and asked for public support to try get better quality footage by dialling (020 7407 9553) when RAMs are seen near the CCTV. Some Tree Trimming may be required, especially near the road junction where Lady Dock Path joins RDW to maximise "Public Street Lighting" and "CCTV Surveillance" along Lady Dock Path.
b) Faulty Street Light Number 0421-21 at Lady Dock Path
Repair completed by 12-9-2006 (Job Ref 93879).
c) Two Dangerous & Slippery Footbridges in RDW
It appears that the promised repair work has commenced and completed on 15-9-2006 (Friday).
d) Two "Anti-Motorcycle Barrier Gates" in "Waterman's Walk" in RDW
The two gates seemed to have remained locked since 31-8-2006. The one at Moby Dick Underpass also seems to have remained locked.
e) Japanese Knotweed in RDW
A chemical spaying has taken place last week and the weed has started to die back. It is not yet clear as to the recent heavy rain over the last few days will weaken the intended effect and please help report any problems directly to Chris Rice (Chris.Rice@southwark.gov.uk). Some Outstanding Projects :
i) Renaming of "Waterman's Walk" (Jon Sheaff to help ?) This will help make it easier for members of the public to report crime given the relatively high level of "Youth Gang Activities" (+ See Item (2) above).

I have been told by the CCTV control room manager that youths on mini-motorbikes have been recorded several times. However the identity of the culprits can not be discerned because the camera was left parked at a wide angle view at the time they rode past. Can you request local residents to phone the control room on 0207 407 9553 at the earliest opportunity whilst the youths are on site so that the camera can be zoomed onto the youths. We will then have a much better chance of providing identification evidence to the police.

Section 2.3 : Members Responded with Comments and Questions Gangs - One member asked what action is being taken regarding gangs coming into Southwark and whether the council is liaising with other boroughs about this issue. It was explained that intelligence is shared with neighbouring boroughs and that the Head of Community Safety is leading on a "Cross-London Gang Liaison Forum". [see Item (2) below] - Concerns were raised regarding gangs bullying residents on estates, that the number of police officers are not adequate and that calls to the 112 Number are not responded to. In response, it was noted that Community Wardens had a "softer" role and so have built different relationship in the community to those of the police. ...... Community Wardens - Community Wardens also appear at times to underestimate the level of children's anti-social behaviour and a ward councillor recently intervened to solve a problem of bullying on an estate that had been on going for close to two years. Subject: Anti social behaviour by youth worker Dear Caroline,Jeff,Paul.
we would like to bring to your attention something which has happened recently that raises serious concerns regarding the behaviour of one of southwark councils senior youth workers. (Michael Whelan)
You will probably be aware of the efforts being made by many residents to start a much needed youth club in rotherhithe ( R.Y.C)... Indeed Lisa Rajan, our local ward councillor has told us of her recent conversation with yourself regarding helping to raise funds for the above. Mr Whelan was made aware of a young 15 year old girl and her gang, who have been terrorising residents on the canada estate for some three years. This has culminated in the girl receiving an asbo on the 18/08/06 at Camberwell Court.
Mr Whelan asked at the R.Y.C. on the 21/08/06 whether this girl and her friends could go on the coach trip to Hastings that was arranged by the R.Y.C. committee for the 23/08/06. This has been arranged recently to take young children aged between 7 and 19 on a much needed day out with their parents. Many have never seen the sea in their lives. Mr Whelan was told in no uncertain terms that this would not be allowed to happen for these reasons.
(1)...Many people going on the trip were people that gave evidence against this girl and would feel threatened by her inclusion.
(2)...There was a very good chance that knowing what this girl and her gang have done in the past, that she could completely spoil the day for the people going on the trip!!
(3)...But most importantly, by her going on the trip it would send out the wrong message to the other young children, i.e. that getting an A.S.B.O. is not worth the paper that it is written on, and if you consistently terrorise your neighbourhood that your punishment would be a free trip to the seaside, with the full blessing of the local youth worker.
As explained above the point is, Mr Whelan was told by the democratically elected R.Y.C. committee that this girl was not allowed to go on the trip, and this was a relief to the people who already booked up to go. Needless to say that he totally ignored this advice and actively encouraged the girl and some of her gang members to turn up on the morning of the trip, to the amazement of the people mentioned above. many of these residents have complained of feeling let down by the R.Y.C. and also felt intimidated by her presence.
Another important point is that any child going on the trip had to have parental concern. This was demanded by Mr Whelan as part of southwark councils criteria for allowing young children to go on any trips of this kind. Our R.Y.C. secretary fully conformed to this requirement, but unfortunately Mr Whelan chose not to administer southwark councils legal requirements himself.
The club chairman and myself contacted his immediate manager (Liz Johnston Franklin) to express our outrage at being undermined in this way. To her credit she came to the canada estate tenants hall immediately, and listened to our concerns.
Because of the seriousness of this unacceptable behaviour by someone who should be setting an example to the local youth, and his total disregard for the democratic process of the R.Y.C. we are copying other interested parties on this outrage for their comments. we would like responses from the following please...

Val Shawcross AM has reiterated her strong views and opposition in Southwark News @ 17-8-2006 (Page 3) : "The design of this block, including undercroft car parking, invites trouble. Undercroft parking is proven to be a magnet for crime and anti-social behaviour. You don't have to go very far down the road to see what is wrong with this design of flats"
For the public record, the site visit that I mentioned in my letter took place on 9 January 2003 (Friday), the day after the highly successful The Deputy Prime Minister Office's Site Visit of Rotherhithe/Downtown. I've just submitted an application form to update the lighting in Bywater Place under Cleaner Greener Safer. This is a request from the Bywater Place residents association. I hope when it comes to putting our dots on the bids everyone will consider this application. It is a popular path joining Rotherhithe Street and Salter Road and a convenient exchange point for C10/381 bus passengers. It is used by residents and non-residents alike. This is not a 'gated community'. At the moment there are few working lights, not because the bulbs are not replaced but because the whole of the lighting system needs rewiring. There have been muggings and people do not feel safe after dark. I hope people will feel able to support this application as well. Japanese Knotweed is a very serious "National Problem". Japanese Knotweed seems to be springing up everywhere and they are certainly here in Rotherhithe (Russia Dock Woodland, Southwark Park, Salter Road, ....). The seriousness of the problem is evidenced from at least two news report being published in The Times this month as listed below :
a) "Death Squad sent in for Weeding on a Grand Scale" [The Times @ 21-8-2006 (Page 23)]
b) "High Price of Fighting the Alien Invaders in Our Midst" [The Times @ 4-8-2006]
JAPANESE KNOTWEED was named on 3-8-2006 as the most invasive and unwanted of all the imported species in Britain. Fallopia japonica headed a list of the ten most unwanted invasive species compiled by the Environment Agency, which spends thousands of pounds each year trying to eradicate it. So tenacious is the variety, originally imported from Japan as an ornamental garden plant, that it can cause damage to buildings and roads and chokes native species as it spreads.
It is particularly common along riverbanks and roadsides but is also found in suburban gardens. It is causing such problems that it is illegal to plant it and there are strict rules on its removal.
This summer the Environment Agency will issue guidelines for land developers on how to get rid of the plant. The new approach is expected to halve the cost of clearing the weed, which can cost £50,000 per acre. It is estimated that attempting to clear it from Britain would cost £1.56 billion.
