Purpose of the Meeting : To discuss "Youth-Related Problems" in the Rotherhithe Community; to map out the Youth Projects in the area and identify the Key Positive Youth Projects to pursue and support to promote improvements in Community Relations & Community Safety in Rotherhithe.
Definition of Scope of Work : Val Shawcross AM wants to empower, rather than interfere, with the Youth Projects in Rotherhithe. Val stated that their her objective may be best achieved by helping to raise funds for the Key Youth Project(s) identified by the Rotherhithe & Surrey Docks Wards Residents Crime Survey Follow-Up Work Group with due consideration for both the "Initial Capital Investment" and the subsequent "On-Going Revenue Costs". Val advised that GLA does not have specific budgets for this purpose except for "Training-Related Projects". Consequently, Val proposed to help by using her knowledge of fund-raising as well as her established Business Contacts that may be called upon to help.

Mr. Barry Duckett : "Albion Street Area is the undisputed Number 1 Crime Hot Spot in Rotherhithe which acts as a magnet that draws in trouble-makers both in the Albion Street Area as well as from other parts of Rotherhithe. Poverty, Unemployment, Poor Education and Lack of Youth Provisions are the much quoted causes of the Youth-Related Problems. The situation is particularly acute in the Albion Street Area and the establishment of a well thought-out, well-funded and well-run "Rotherhithe Youth Club" that is open to all the Young People of Rotherhithe will go a long way to bring the much needed improvement for both the Local People as well as the Rotherhithe Community at large."
Mr. Steve Cornish : "Some Young Trouble-Makers are not from the so-called "Poor Families" - quoting some of the expensive-looking Mini-Motos seen causing havoc in Rotherhithe. Lack of disciplines seem to be as much a cause as the most often quoted excuse of Lack of Youth Provisions for Youth-Related Problems. It is vitally important to actively engage all interested parties, paying special attention to the specific needs of the People of Rotherhithe to design Long-Term Solutions to help combat Youth Crimes so that people will not be still talking about the same old problems in say 10 years time and having made no progress during the intervening years."
Sergeant Roy Dawson : "There are a small number of "Hardcore Trouble-Makers" who will be bent on causing havoc in the Rotherhithe Community no matter what additional Youth Provisions may be on offer. Saying that, there was a noticeable decrease of Youth-Related Crimes during the production period of the Rotherhithe Youth Films Trilogy from the end of 2004 to the early part of 2005 despite of some people's strong and vocal objections to the messages sent via these 3 films (e.g. blaming Lack of Youth Provisions rather than Lack of Disciplines for Youth Crimes) and the serious doubts expressed by some of the real value of this Rotherhithe Youth Film Project."
Inspector Mark Johnson : "The so-called threatening "Youth Gang" has two main components, a relatively small number of "Hardcore Trouble-Makers" (Gang Leaders) and a much larger number of "Soft-core / Potential Trouble-Makers" (Drifters & Followers). Whilst it may be difficult, if not impossible, to turn-around the "Hardcore Trouble-Makers", a lot of potential gains may be achieved by providing "Diversionary Activities" to the "Soft-core / Potential Trouble-Makers", especially those age around 11 when they are at the "Turning Point" where they have to choose the path - good or bad - to follow. Police will find it a lot easier to deal with the "Hardcore Trouble-Makers" in crisis situations without the presence of a big number of "Soft-core / Potential Trouble-Makers" that may suddenly turn nasty and cause an escalation of the problem."
Mr. Ian Moore : "Surrey Quays Shopping Centre aims to continue to play an active role in the collective community-building efforts and wishes to look to make contributions, both financially and otherwise."
Mr. Kam Hong Leung : "The Work Group needs to be realistic to what we can and should do given the constraints on time and other resources. It is important to identify a project that can be started on soon rather than keep on talking about "Long-Term Projects" with little or no short-term delivery of the much needed improvements to the Rotherhithe Community. "Success Breeds Success", once such a "Turning Point Project" has been identified and successfully completed, the rest will follow. If the Work Group has to choose to work on only one project that is big enough to really make a substantial positive difference to the Rotherhithe Community that seems to be likely to be welcome and supported by most concerned, it has to be the proposed "Rotherhithe Youth Club" Project".
Joint Decision & Proposed Actions Plan
1) Barry Duckett to work with Southwark Housing to try secure the use of the Mayflower Tenants Hall for the proposed "Rotherhithe Youth Club" Project".
2) Kam Hong Leung to contact Southwark Youth Service / Rotherhithe Youth Worker (Michael Whelan) and other potential Key Partners/Players (e.g. Pauline Adenwalla of Times & Talents) to discuss potential joint venture opportunities and related issues.
3) All Work Group Members to start consulting People of Rotherhithe to collect ideas for compiling the Rotherhithe Youth Club Project's "Youth Provisions Wish List" for Kam Hong Leung to help prepare a "Business Plan" for Val's consideration for Fund-Raising considerations. Other potential sponsors and fund-raisers may be identified and contacted as and when appropriate.
4) A "Rotherhithe Youth Club Project Team" to be set up without delay to take full responsibility for the timely and effective execution of Items (1) to (3) above. The First Project Team Meeting is expected to take place within a month from 2-11-2005.

Crime Survey Results Summary
1,082 replies received by March 2005 from the direct mailing of 9,428 households, a Response Rate of 11.5% . There is a startlingly high level of concern about Anti-Social Behaviour, particularly alarm and fear at the number of Youth Gangs. 71% of the respondents felt intimidated by the presence of Youth Gangs - even if they had not actually experienced threats or violence directly. Nuisance Activities such as Scooter Riding (73% of Respondents felt "Severe Danger" & 20% felt "Some Concerns"), Vandalism Against Cars, Graffiti and Drunken & Loutish Behaviour (42% of Respondents felt "Severe Danger" & 41% felt "Some Concerns") featured amongst Public Concerns.

Comparison : The Safer Southwark Partnership's "Crime & Drugs Audit" of the Rotherhithe Community Council Area reported in December 2004 that "The area has low level of 'Traditional Crimes' such as Violent Crime, Street Crime, Burglary and Drugs. However, Anti-Social Behaviour Related Crime is fairly high, such as Criminal Damage, Vehicle Crime, Public Order Offence and Race-Related Crime."
Conclusion & Recommendations
Crime and Anti-Social Behaviour is a major concern. The Mapping of "Fear of Crime" indicates that the problems are not restricted to the reported Crime Hotspots, but also many quiet areas in parks and alongside the water where people do not feel safe. The survey results backed the campaign for more police officers. Residents want to see more police on the streets and want the officers to be recognisable to the community. The survey also found overwhelming support for the opening of Rotherhithe Police Station overnight.
4 Key Action Points
a) Lobby for increased diversionary facilities and activities for young people.
b) Continue to campaign for more police and for a rapid, reliable response to calls.
c) Press for extension of CCTV coverage and better lighting of footpaths, parks and underpasses.
d) Feed results of Survey to Canada Water Development Team to raise awareness and to promote security conscious developments and best practice in the design of Public Open Spaces.
