1) "Anti-Motorcycle Gates" in RDW
I am pleased to report that there seemed to have been a marked decrease in RAMs ("Reckless & Anti-Social Motorbikes") in RDW this summer compared to that in the last few years although there are still around and seemed to have picked up in activities at night in the last week or so. Further to our recent email exchanges, I have noticed that the two recently erected "Anti-Motorcycle Gates" in RDW have finally got locked since last Thursday and have stayed locked till yesterday at least. This is expected to help combat RAMs in RDW. I know Steve Cornish has recently reported to Southwark Council regarding the half-finished "Anti-Motorcycle Gates" in Russia Walk in RDW which allegedly has suffered vandalism during its recent construction process. This half-built "Anti-Motorcycle Gates" is of little help in combating RAMs. Can you please advise when the outstanding work will be completed and whether the Rotherhithe Community Wardens will help check that these gates will remain locked during their regular foot patrols going forward?
2) Dangerous & Slippery Footbridges in RDW
Reportedly the "Dangerous & Slippery Footbridges in RDW" have been discussed at the Friends of Russia Dock Woodland Annual General Meeting on 22-8-2006 and you have advised that the repair work will be completed in September 2006. Can you please advise or confirm this understanding?
3) Renaming of "Waterman's Walk"
Can you pease advise if there is any development of the proposed "Renaming" of the public footpath that was previously known as "Waterman's Walk"?
4) Japanese Knotweed in RDW
Can you pease advise wheter a a date has been fixed for further chemical treatment of the "Japanese Knotweed" in RDW?
Lewis : I hope you are well and have enjoyed your holiday in Wales. Thank you very much for your two update emails of 1-9-2006 @ 11:22am and 11:49am below. I have checked that the "Old CCTV Sign" near the "Lady Dock Path Footbridge" in Russia Dock Woodland ("RDW") has been updated and all seems to be in good order. Yes, there have been a number of real, tangible results already and let's continue to work together to tie up the loose ends which I have the following according to my record and please keep me updated when you have further information:
5) CCTV Public Warning Signs at Surrey Water
May I please request for this to be treated as a high priority item to ensure that we can use the CCTV footage taken for legal purpose.
6) Potential Tree Trimming Work to Empower CCTV Coverage : RDW and Albion Channel (especially at Surrey Water)
Please help to check if any tree trimming is required to ensure there is effective CCTV coverage for the part of Lady Dock Path where it joins RDW. This is the spot where Manuel Dessolis suffered a near-fatal attack by a gang of some 10 youths on 21-9-2003 and it seems to have remained an area that is vulnerable to Anti-Social Behaviour.
7) Community Notice Board(s) in RDW
I have understood from Jon Sheaff that this is your project also and would be grateful to have a progress update.
8) 5 New CCTVs [RDW and Albion Channel (Canada Water + Surrey Water] Publicity Event / Press Release
Last but certainly not least, I strongly support your recent suggestion of a Launch Event to promote "Public Awareness" to help maximise the potential benefits from one of the biggest, if not the biggest, ever "Investment" by Rotherhithe Community Council and a well-known "Multi-Agency Partnership Project" for combating "Crime" and the "Fear of Crime" in Rotherhithe.

4) Chris Rice has issued another order for spraying. I suspect that digging out to a depth of 3 metres (ie a 10 ft deep hole) might be beyond the capability of the Community Payback scheme.

I think that the only viable option is to spray the knotweed.This is usually fairly effective if we keep doing it.I have issued a second ad-hoc order to our contractor ( Complete Weed Control ) to spray in RDW and this will be done as soon as the weather conditions permit.I will issue others if necessary
I have no problem if it is totally dug out but this is easier said than done.I certainly do not want it mowed.

Number (Tel: 020-7407-9563)" has been left on the very tall lamp post where the last CCTV was installed - near the end of the footbridge furthest away from the junction where Lady Dock Path joins RDW. b) Surrey Water - 2 New CCTVs : Lewis White is on holiday. Please see Dennis Thurgood's email below of 21-8-2006 @ 12:58am for your information and to help prevent duplication of efforts.c) Waterman's Walk (CFU 32171/06) : Renaming + Signage ? 3) Anti-Motorbike Gates
I have discussed this continual problem with Steve Cornish last Saturday and he too believes that it was the contractors who have left the gates unlocked. The gate at Globe Pond was left wide open on Sunday with a yellow lock left shut on the gate. All the gates looked in good condition to me when I inspected them on Sunday and I could see no evidence of vandalism but most gates were without locks. Please help get Quadron to put locks back to all these gates and keep these gates locked so that they can serve their intended purpose.
Kam's Suggestion : Will it be possible to request the "Rotherhithe Community Wardens" to check these gates when they walk passed them during their routine foot patrol and to take the necessary actions if they are found un-locked? I would like to think that it is already something that they do when they are on foot patrol. Can you please advise?

Thank you for the clarification. Please let me have any comments that Chris Rice may have - including advice of the next chemical treatment date. 1) We have agreed a methodology and the works will be commissioned as soon as we have parts in stock.We plan to complete the work within 20 working days.
2a) If you can tell me exactly where the offending sign is, I can arrange to have it removed.
2b) I'll check with Lewis White whether or not tree pruning is required and respond to you. The new signage will not include the CCTV warning notice, but I'll check where this is to be located.
Lewis - could you provide some info on this pls.
3) I'll pass this complaint on to Quadron - it is their responsibility to ensure that gates are locked. However, it is not uncommon for the locks to be vandalised (ie chains cropped off) after locking. I don't think Quadron can be blamed for this.
Henry - pls note and comment
4) This plant is a nationwide problem. We will do our best to contain it but I must advise you that there are very few economic options available to us. If chemical treatment does not work, the only option known to me is to physically remove the rootstock to a depth of 3 metres and dispose of it in a specialist site. It certainly is not the case that this plant can't survive close mowing. This will merely cut off the top of the plant but the rootstock will quickly re-sprout.
Chris - do you have any comments pls.

However, it is my understanding that "Japanese Knotweed Does Not Survive Constant Mowing" which cannot be too difficult to arrange. If you like, perhaps we can contact Surrey Docks Safer Neighbourhood Police Team to request for this to be carried out by people who serve "Community Service" as part of the "Community Payback Program". Please let me know if this is an option that you wish to explore.
During my walkabout yesterday, I have noted a thriving colony of "Japanese Knotweed" above the underpass on the other side of Salter Road opposite to the bus stop outside Peter Hill Primary School. Can you please help to get them eradicated so that they will not spread and adversely affect other parts of the neighbourhood?

New signage is to be installed in the Woodlands by the end of September. This will include orientation maps to guide people through the woodlands and 'no fires' symbols.
In addition, we plan to erect advice for the public in terms of what to do in the event that they discover a fire. We have asked the London Fire Brigade to provide the correct wording and advice on where these signs should be located. As soon as we have this, we will commission and install the signs. This process should only take a few weeks to complete from receipt of the information.
The Fire Brigade currently has four designated entry points to the Woodland area.
There are no hydrants within the woodland itself (the nearest one is at Stave Hill). I have asked for a quotation for the installation of an additional hydrant and will proceed to commission its installation if a) the LFB feel that it is necessary and b) if there are sufficient resources to pay for it.

Dear Steve Across London the Fire Brigade has been warning the public to be vigilant following a spate of grass fires in the capital as the summer heat wave continues. This July alone fire-fighters were called to over 1500 grass fires. A large number of grass fires are either started deliberately or through careless behaviour. The lighting of open fires or BBQs in areas such as the Russia Dock Woodlands presents a serious risk to the area and the council's existing policy of no fires in open spaces ( other than designated areas) should be maintained. The Fire Brigade is currently working with the Borough arson reduction officer and our other partners within the Borough to reduce both accidental and non-accidental fires within Southwark’s parks and open spaces. Some of the measures specific to Russia Dock Woodlands include: · Additional fire safety training for wardens · Designating access points so that when the Brigade are called they arrive at the correct entrance to the site. · Ensuring the Brigade are called to all fires. Rebeka was our local representative who attended the Safer Southwark Partnership's Arson Seminar on 2 March 2006 whom you might have already met. Rebeka has reportedly met Val Shawcross AM, GLA Representative for Lambeth & Southwark and Chair of London Fire & Emergency Planning Authority that day who has shown concerns about the frequent arson problems in RDW and SHEP and may be paying Rebeka a site visit if one has not already taken place.
I would like to make a few comments to some other issues raised in your email below, in the same order as they have been raised :
1) Site Clearance : Southwark Police has recently worked with Southwark Council and Probation Service on a "Community Pay-Back Scheme" which is especially useful for low-skilled activities like site clearance. Please contact Sergeant Roy Dawson (Manager of Surrey Docks Ward Safer Neighbourhood Police Team) direct with any request that you may have:

I had first-hand experience of the problem when I requested emergency help for Manuel Dessolis after he suffered a near-fatal attack by a gang of youth in RDW on 21-9-2003. I am pleased that you are working directly with Maria Arnold to tackle this issue which hopefully will soon be resolved.
It is my understanding that there is a "Work-in-Progress" to rename the "Public Footpath" that runs from the Redriff Road Entrance to run along a great length of RDW that used to be called "Waterman Walk". There are three other "Work-in-Progress" that should also help:
a) Crime Surveillance CCTV : Installation work has started some 4 weeks ago near the junction where Lady Dock Path joins the "Public Footpath" that used to be called "Waterman Walk".
b) Community Notice Board : Where a "Location Map" and "Crime Reporting Contacts Information" may be displayed.
c) Naming of 5 Bridges : Funding has recently been secured.
3) Firebeaters
Just like the "Life Belts" dotted around, they have a useful purpose to serve but are most likely to fall prey to ASB due to the frequent gathering of Intimidating Youth Gang, Vandalism and Criminal Damages.
4) Arson Reduction Presentations at Secondary Schools in Rotherhithe
Rotherhithe Young Crimewatchers ("RYC") Poster (Updated Version @ 22-4-2006)
Timely and effective "Crime Reporting" has long been one of the most important tools for combating "Crime" and the "Fear of Crime" which was the key driver for the production and circulation of the first edition of "RYC Poster" a year ago. The "RYC Poster (5-5-2005 Version)" appears to be one of the most successful publicity documents that has been produced by RCSF since its inception just under three years ago and it can still be seen prominently displayed in key strategic public places like the entrance of Surrey Docks Health Centre as well as the "Community Notice Board" of Surrey Quays Shopping Centre and Canada Water Underground Station until it was replaced by the updated version of the "RYC Poster (22-4-2006 Version)" attached herewith. Please help to circulate the "RYC Poster" as you see fit. 5) Anti-Social Behaviour ("ASB") Problems
Many arson incidents in RDW and SHEP related to "Reckless & Anti-Social Riding of Motorcycles ("RAMs")" when stolen and/or damaged RAMs were set on fire - presumably to remove evidence !

I wanted to give you some feedback following the fires in Russia Dock Woodlands the other week and I was hoping that you could distribute this to those who are concerned with the area especially Friends of Russia Dock Woodlands?
I have been to the site and done an audit of the surrounding area with a Manager from LFB along with the Park Wardens and have come up with some suggestions for how we can protect the park from serious fire.
I am conscious that any measures we look to put in place are environmentally friendly so suggestions such as spraying hedges etc with flame retardant solutions are not an option.
With the amount of combustible materials readily at hand in the area, removing all fuel is not an option. Certainly some amount of dead wood can be collected and put out of temptations way and this, along with other conservation work is being carried out and particular focus will be given to those areas where fires have been started.
What I am most keen to focus on though is managing deliberate fires; minimising the damage they do and creating deterrents to ASB in the park.
One of the biggest issues in tackling a fire at this site is the lack of geographical markers available to LFB. Anecdotally attending fire crews have reported that they often are uncertain of the exact location of a fire and accordingly access the park via the wrong gate which then causes time delays in a) finding the fire and b) getting hoses to reach the fire (sometimes they are unable to reach a hose to the fire and have to manually carry water for dousing). All time delays increase the likelihood of serious damage and fire spread. I am in discussions with Maria Arnold about including geographical or orienteering markers onto map signage due to be installed in the park and to make these maps available to LFB. Additionally consensus of the names of park features etc will all improve response times to such fires.
Secondly I am investigating the possibility of installing fire beaters (poles with canvas paddles that can be used to extinguish a small fire) at key points around the park to be used by Park Wardens; Eco Park staff and dog walkers etc to contain fires they discover until LFB can get there. This would enable Wardens etc to make a judgement call about the severity of the fire and to, where appropriate, minimise fire damage or contain a fire until LFB can provide assistance. Obviously this option requires the agreement of Park Wardens, Eco Park staff and dog walkers etc and I am in discussions with LFB about providing training on how to use the fire beaters and risk assessing their use. Perhaps you could suggest this idea and gather some feedback about likelihood of “Friends Of” being receptive to such an idea?
Thirdly a programme of arson reduction presentations is currently being delivered to all secondary schools in Southwark with the specific aim of reducing deliberate fires during the drier summer months. Bacon’s college is included in this. Focus is given to outdoor fires including grass fires.
Lastly I am keen to improve deterrents to ASB in the park. Suggestions such as improved MPS Mounted Officer patrols; the exercising of MPS and LFB dogs in the park etc are being given consideration. This issue along with the possibility of having kissing gates installed at the entrance from Mellish Fields into Stave Hill will be addressed in conjunction with the TAZ in order to ensure that all efforts are combined and focussed.
I will keep you updated on progress over the coming weeks.

This was all erected by rebeka and her colleagues on the same day (29/04/06) I have attended a four day hearing this week regarding Barratt Homes appeal against Southwark Council on their refusal to grant planning permission on the downtown site, which as everyone knows is only a matter of metres away from the incidents explained below. one of barratts main reasons for gaining approval for the six storey "landmark building" which overlooks Russia Dock Woodland, was that this will enhance the "passive surveilence" of the woodlands and help stop crime and enviro/crime around that area!!!!... As local residents will be aware it was vandals that totally destroyed the public amenities on the downtown site. (surreydocks health centre land) and over the last ten years or so we have lost the (library,community hall,chiropadist's,and gymnasium) this is what led to the developers being alerted to the fact that this land was "up for grabs".......... are we now then saying that indirectly the whole of our low clean and green area is being changed by a handfull of thugs. not only have they destroyed what we once had and cherished, they are being used by developers to dictate the heigth of the buildings that are proposed for our area. The use of the word "passive surveilance of the woodland" from the tallest blocks A & B was used many times by barratts architects and urban design experts? on all four days of the public hearing. I am absolutlely certain that the money that has been pumped into the woodlands by the council recently, along with charitable funding from other parties, helped our cause greatly when the planning inspector visited the woodlands on friday morning of this week, to see for herself that the land surrounding that particular part of the woodland is not "wasteland" but an integral "green finger extention" of our wonderfull woodlands. Once again we have the ongoing problem of arson attacks in Russia Dock Woodland and Stave Hill Ecological Park.
(1)...At 7.30 pm tonight 29/04/06 there were a group of 4 men and 4 women seen creating a large fire for a B.B.Q. in Stave Hill Eco park, around the small pond next to the fungus area next to st johns school orchard. they were all speaking with an eastern european accent!!!..
this was reported to the community wardens at approx 8 pm. it was also reported that they were using timber from the fungus area to fuel the fire.
There was also plenty of beer and spirits being consumed at the same time, adding to the problem.
(2)...At approx 9 pm the fire brigade attended a wooded grass fire within 50 mtrs of the area above.
we are now entering the warmer months and this problem is going to get worse rather than better, i dont know if the two incidents are connected but it seems very likely. I know the wardens are not reactive but i think it would be good practice for them to look out for this type of thing especially over the summer months!!.. It is a matter of education. I dont think they were out to cause any damage but they must be made aware of the dangers of creating fires in this grassland area of the woodlands. They must also be made aware that the timber logs that they are using to fuel the (B.B.Q. FIRE) have all been placed there by T.R.U.E. to create the damp fungus habitat for insects and bugs which in turn attract the rare birds into that area!!!...
The fire brigade were made aware of the people in question but they did state "they are not the police, and cannot spend time investigating the cause"
We have now had three arson attacks in three weeks and it is only early spring!!!...
