Rotherhithe Community Council (“RCC”) : Cleaner, Greener & Safer (“CGS”) Funding Projects 2006-7
A RCC’s CGS Funding Application Workshop took place at the RCC Meeting on 17-10-2006. 45 Projects have been chosen by the “Screening Group” with a “Total Value of £1,223,667” bidding for around £300,000 available for the “Winning Projects” which are expected to be selected and announced at the RCC Meeting on 29-11-2006 (Wednesday) that is scheduled to take place at Redriff Primary School at Salter Road, Surrey Docks, London SE16 6QW starting at 7:00pm Greenland Dock Pedestrian Access Surveillance & Public Safety CCTV Project (RCC Ref. CGS449) Funding Bid Amount : £34,500
Bidder : Andy Bonnici, Deputy Centre Manager, Surrey Quays Shopping Centre Bid Status : One of the 45 “Screened” Projects (RCC Ref. CGS449) Southwark Council Officers’ Recommendation from the “Screening Meeting” : To focus on improved lighting and design due to revenue implication (i.e. “Ongoing Cost” rather than “One-Off Capital Funding”) of CCTV.

STATEMENT OF CORRECTION & CLARIFICATION ON 11-10-2006
Further to the Notification Email below of 10-10-2006 @ 12:37 PM, please note the necessary correction that the proposed CCTV Project has only passed the initial “Screening Process” for suitability of further consideration and none of the competing projects have yet been “Short-Listed” as reported yesterday. The “RCC Cleaner, Greener, Safer Scheme” is intended for allocating “Capital Grant” to competing projects and does not have the power to grant any associated “Revenue Funding” that may be required which is vital for the “Ongoing Costs” for the proposed CCTV System. Hopefully, critical issues regarding this proposed CCTV Project, and perhaps more importantly the reasons for the proposal and what are the expected benefits can be raised and discussed at the “Cleaner, Greener, Safer Workshop” on 17-10-2006 (Tuesday). There is a strong likelihood that instead of an outright implementation of a CCTV System, RCC may decide that the main focus of the proposed scheme should be on securing “Improved Public Street Lighting” and “Designing Out Crime” in the first instance and as the “Quick Deliverables”, as this will have the biggest expected “positive” impact in the short-term while keeping the option open for further potential development which may ultimately lead to the implementation of a CCTV System with the help of a “Multi-Agency Community Safety Partnership” involving Local People, Local Businesses, Rotherhithe Police and Southwark Council.

I am pleased to report that Phil Murphy of Southwark Council has advised me today that this important Rotherhithe Community Safety Project that is expected to bring real and tangible benefits to a huge number of Local Residents and Local Business has been short-listed. Please note that should this project be successful in winning the RCC’s “Cleaner, Greener, Safer Funding”, there is likely to be a caveat that some sort of “Multi-Agency Partnership Arrangements” may be necessary to help ensure a successful project implementation and its on-going success – involving Surrey Quays Shopping Centre, Tesco Surrey Quays, Local Tenants & Residents Associations, etc.
This project and other ones competing for the funding will be presented/discussed at the next Rotherhithe Community Council ("RCC") Meeting on 17-10-2006 (Tuesday) at the “Cleaner, Greener, Safer Workshop” that is scheduled to run from 8:05pm to 8:55pm at Surrey Docks Water Sports Centre, Rotherhithe SE16 1LL. If you wish to help this project to win the intensely competitive RCC funding bid, please make every effort to lend your support by attending the Workshop during which a Straw Poll (by Show of Hands) may be taken as an indication of “Public Support” for the various short-listed projects although the outcome will not be binding on the Southwark Councillors who will make the ultimate decisions. Good to hear that a camera is being suggested for this spot. The responses to Val's crime survey last year showed that the underpass is an area where many people feel particularly vulnerable.

I have replied to Andrew Bonnici regarding the suggested camera, and have copied my reply to yourself and Cllr Rajan and appropriate colleagues. Any such meeting will be have to small in size and limited to those with a direct interest, for security reasons.
..... The costs of future maintenance of any additional CCTV proposals will have to be flagged up at the time of submitting the application for Cleaner Greener and Safer funds,and would have to be considered accordingly.

The council have no current resources available for this camera. He will take a look at the area and come back to me with his ideas as to feasibility. Under the circumstances, the best way forward would be for Kam or yourself to send in an application for Cleaner Greener and Safer funding under the current round of bidding for the Rotherhithe CGS funding. I have already requested that a form be sent to Kam. Please let me know if you yourself would like a form.
Your suggestion of a site meeting is very welcome, and I will contact Dennis and appropriate parties. It is important that we get a fairly accurate idea of the likely cost of this camera, so that you or Kam can include a realistic budget in the application.
I will copy this response to Jon Sheaff, Parks manager, and Max Houseago, waterways officer, in view of the fact that the underpass emerges at Greenland Dock, in order to seek their views.
I will come back to you with some suggested dates.

Sorry for the delay in my replying to your email as I was not in work yesterday. I totally agree that the positioning and monitoring of any camera's installed is key to the success of reducing crime and the fear of crime.
It is imperative that is positioning is looked at by someone with more experience in these matters such as Dennis Thurgood, who was the consultant involved in the installation in Albion Channel Camera's. At the moment the centres coverage of the area allows us to see up to the underpass but not through it to Greenland Dock. We would be happy to allow Southwark to sight camera on the building if this was the best location for it. As regards monitoring of the new camera's I am not sure of the data protection aspects of a third part monitoring land not under their control, but issues like that could be easily resolved. I think the next step would be on meeting to resolve how we can proceed.

Many People of Rotherhithe regularly walk under the Redriff Road Red Bridge in addition to those residents of Greenland Dock and Brunswick Quay. It is heartening to see the warm welcome to this latest Community Safety initiative by Andy Bonnici/Surrey Quays Shopping Centre ("SQSC"). In view of some SQSC-specific questions raised by Lisa in her email below, It may be best for Andy Bonnici / SQSC to continue to "own" this initiative and work directly with Lisa, Lewis or other Southwark Council's representatives, including the completion and submission of the Rotherhithe Community Council's CGS Scheme Application Form, to try to turn this great "idea" into a "reality". Should this project succeed, it will be another wonderful "Success Story" of a our "Multi-Agency Partnership" for combating "Crime" and the "Fear of Crime" in Rotherhithe.
I have noted Lisa's concern about vandalism of low-lying CCTV. Perhaps, it may be relatively safe to attach a CCTV right in the middle of underside of the Redriff Road Red Bridge to maximise its area of coverage and protection from vandalism for it seems fairly difficult to get at it at this suggested location. I trust Dennis Thurgood will be one of the best CCTV advisors to help us on the technical aspects of this proposed project.
Lisa mentioned in her email below regarding CGS scheme grants for one-off capital improvements that cannot cover revenue costs (cost of monitoring, maintenance etc) that would be needed for a CCTV scheme. Can you please advise if revenue costs have been secured for the newly installed Crime Surveillance CCTV's along Albion Channel and in Russia Dock Woodland ?

I think the idea is a very good one, and I know that there are several residents of Greenland Quay who use the underpass who are also highly concerned about community safety on the route from the shopping centre through to the dock. I see no reason why local residents couldn't submit a bid for some Cleaner Greener Safer money to be spent in this way - ideas for schemes will be invited over the summer and at the next meeting of Rotherhithe Community Council on the 6th Sept. This sort of idea meets all the criteria for the CGS scheme and would make a good suggestion. It is not for councillors to propose, because it's supposed to be community/residents that put their ideas forward (and partly because councillors make the decision), but perhaps Kam you would be prepared to propose it?
There are some practical aspects that would need to be addressed - the positioning of any cameras is key because if they are too low they would be vandalised and if they are too high they would not cover the vulnerable underpass area because the angle would be too shallow. This is a key consideration in how effective they could be. Would the shopping centre / Tescos consider siting additional cameras on their buildings that can achieve the viewing angles required and are yet out of the reach of vandals? Or repositioning any existing cameras that could achieve the required angle? And there is also the issue of monitoring the pictures from the cameras... perhaps some sort of joint venture could be proposed, as the CGS scheme grants one-off capital improvements but unfortunately cannot cover revenue costs (cost of monitoring, maintenance etc), and both would be needed for a CCTV scheme of this kind.
I am happy to explore these ideas further with Andy.

I fully endorse and support Andy's request, having heard the many expression of concerns by Local Residents of both wards, both via RCSF and at the Surrey Docks Safer Neighbourhood Steering Group Meetings. I have also received repeated expression of concerns and requests for help from representatives of nearby Tenants & Residents Associations of the like of Barry Duckett (Chair of Canada Estate & Tenants Association) and Mark Del Canto (Treasurer of Brunswick Quays Residents Association). Only yesterday, I have witnessed with some 10+ passer-bys a Police Constable who stopped and searched a teenager for drugs halfway between Howland Quays & Greenland Dock at around 8pm.
In view of the large number of Rotherhithe Residents who are likely to be benefited from the proposed extention of Crime Surveillence Camera Coverage as proposed by Andy today that is beyond reasonable doubt of its powerful potential in helping to combat "Crime" and the "Fear of Crime" in a wide area of Rotherhithe, I would like to hereby make a formal request for Andy's request to be considered for the Rotherhithe Community Council's Cleaner, Greener & Safer Annual Budget for 2006-7 or alternative funding sources that you may be able to help secured for this proposed project. I would be most grateful if you can help champion our "Common Cause" and let us have your official response at your earliest convenience.

Do you know if the council are considering extending the coverage of their CCTV system to include the passage between Greenland dock and the Shopping centre, as this seems to be an area of extremely high antisocial activity. We have received numerous requests from the Police in relation to robbery's, mugging etc coming from this area as our CCTV covers up to the underpass. If the council do not have any plans for this area may I suggest that this be considered.

Kam, There is no useful footage of the incident or suspects I’m afraid. The tree inspection of the whole area took place on Friday 13th , the quotation has been received and orders have been issued to the tree contractor to do the work so I am expecting some action in the next two weeks. I am also keen to know if there is any CCTV footage taken of the two recently reported Anti-Social Behaviour ("ASB") incidents that have adversely affected the (Name Withheld for Protection) Family. The trees at the end of Lady Dock Path that joins to the Public Footpath in Russia Dock Woodland seem to have become overgrown and are blocking a lot of Public Street Lighting, and perhaps disrupt the CCTV Coverage also, at this notorious "Crime Hot Spot". Can you please advise if a "Tree Inspection" has taken place for the Russia Dock Woodland CCTV on 13-10-2006 together with the trees around the CCTVs along Albion Channel? If not, whether one will take place? Hi Kam, Thanks for the raising the matter highlighted by (Name Withheld for Protection). I am investigating the circumstances and will provide a response when I have all the details. After the camera poles have been painted they will also be provided with a camera number label which will improve operational effectiveness when callers are able to refer to the unique camera number. Please reassure your Rotherhithe police contact that I am investigating so that we do not duplicate effort.
I met with the council contractor on Friday and raised the issue of missing signs and unpainted poles and he has promised to address this issue once the signs and labels have been made by the sign shop the week after next. I met the tree officer on 13th and I am awaiting her quotation for undertaking the necessary tree works. I have pointed out that to obtain effective views at the South end of Surrey Water it would be necessary to fell at least one tree and at Albion channel one further small tree. I believe that she wishes to discuss the prospect with Oliver Stutter and I assume that he will consult the group before taking a decision.
Finally, some remedial work is imminent at Albion Channel which will involve the provision of a further pole a little distance away from the new camera so that the microwave link can be relocated to improve transmission performance which is currently being detrimentally affected by the copse of trees adjacent to Decathlon.

Many of us have since worked even closer and harder together to help combat "Crime" and the "Fear of Crime" in Rotherhithe and have achieved many real, tangible results - like the recent installation of new CCTVs, Anti-Motorbike Barrier Gates, etc.
Unfortunately, "Youth Gang" is still a very real threat to Community Safety as indicated by the Southwark News Report on 14-9-2006 (Page 1 and 3) of a gang of 25-strong South East Asian Gang that attacked a 17-year old male at Salter Road's Astroturf football pitch on 5-9-2006 (Tuesday) between 10:15pm and 10:30pm, reportedly involving the use of small swords, that led to serious injury suffered by the victim.
Further to my recent "Local Intelligence Report" on the apparent resurgence of "Youth Gang Activities" in RDW, I am writing to report of the latest "Youth Gang Activities" along the Public Footpath that was previously known as "Waterman's Walk" in RDW in the evening on 15-9-2006 (Friday) that involved some 10 - 20 teenage males and females. I saw them roaming, drinking and shouting in RDW at around 9:45pm and quickly took a detour to avoid running into them. I do not know when they first started gathering in RDW where they seemed to remain, with suspected underage drinking, until around 11:30pm. I saw some discarded drink cans/bottles (both alcoholic and non-alcoholic) when I walked along the length of "Waterman's Walk" yesterday. I saw, among other things, a Durex packet in the middle of the public footpath and two smashed Smirnoff Vodka bottles at the Anti-Motorbike Barrier Gate at the Moby Dick Underpass. There used to be regular "Youth Gang Activities" along "Waterman's Walk" almost every Friday evening until the near fatal attack on Manuel Dessolis on 21-9-2003. I would like to hereby request both Rotherhithe Police and Rotherhithe Community Wardens to help prevent RDW from becoming a "No Go Zone" once again.
I would also like to hereby report some recent progress and positive development in RDW, mostly thanks to Jon Sheaff, Chris Rice, Jim Broadrib, Lewis White, Denise Thurgood, Eddie Henry and John Yuvill of Southwark Council: a) Crime Surveillance & Public Safety CCTV + Public Warning Signs

Kam, I have been told by the CCTV control room manager that youths on mini-motorbikes have been recorded several times. However the identity of the culprits can not be discerned because the camera was left parked at a wide angle view at the time they rode past. Can you request local residents to phone the control room on 0207 407 9553 at the earliest opportunity whilst the youths are on site so that the camera can be zoomed onto the youths. I am copying this email to a slightly different group of recipients for the CCTV in RDW seems to be all sorted now - knowing the PC Richard Skinner has reported at the last Friends of Russia Dock Woodland Annual General Meeting on 22-8-2006 that he has checked out the new CCTV and am happy that it is working well - perhaps only with the exception of potential tree trimming that may be required, especially along Lady Dock Path, another Youth Crime Hot Spot, which Dennis has arranged a meeting with Oliver Stutter to discuss.
Hopefully, we will soon be working together on the new Greenland Dock Pedestrian Access CCTV Project should the Rotherhithe Community Council's Cleaner, Greener, Safer Award Funding Application 2006 be successful. Fingers crossed.

a) Where are these 5 New CCTVs Located ?
One new CCTV is located in Russia Dock Woodland ("RDW") on the public footpath that used to be called Waterman's Walk near the junction where Lady Dock Path joins RDW and close to the end of one of the two Slippery and Dangerous Footbridges.
The other 4 new cameras are located at Canada Water, Albion Channel and Surrey Water :
These 5 new CCTVs have been provided by Southwark Council that has also secured the necessary "Revenue Budget" for their on-going running costs and regular maintenance under the management of Nick Costin (Business Manager - Parking, CCTV & Street Metal Work Services) (Email Address: nick.costin@southwark.gov.uk) [ PA & Southwark Council's Crime Surveillance CCTV Contact : Gayle Dubois (Direct Tel: 020-7525-2134) ]. These 5 new cameras are linked to the Southwark Council's CCTV Control Room (Tel Number : 020-7407-9553) which is located at Southwark Police Station and is staffed 24 hours per day, all year round. "CCTV Public Warning Signage" has been installed on the approaches to the public areas overlooked by these 5 new cameras without which the recorded "CCTV Footage" cannot be used for police investigation and legal prosecution purposes. It is important to note that this Southwark Council CCTV Control Room Tel. Number is intended to be used ONLY to alert the "CCTV Operator" to suspicious behaviour taking place near to a camera. This facility is NOT an alternative to the Police Emergency 999 service. b) Some Additional Information - All 5 cameras are now working although some technical issues remain to be resolved with the Albion Channel Camera during the Defects Liability Period.
- The Old CCTV Control Room Tel. Number (020 7407 9563) like that which has still remained in RDW is not to be used. 020 7407 9553 is the new one to be used by the Rotherhithe Community from now on.
- The design of a Southwark Council's "CCTV Public Warning Signage" for widespread use in the London Borough of Southwark is still under consideration. The "Temporary CCTV Signage" will remain until this has been agreed.
- All CCTV cameras are recorded in 12 hour time-lapse mode, 24 hours a day, all year round. Recording tapes are retained for 31 days before being ‘wiped’ for re-use.
- The necessary tree trimming works are subject to a survey with the Southwark Council’s Arboriculturist and/or Tree Contractor. This will start at the CCTV Control Room and continue on site.
c) Two important on-going issues that members of the public can actively help to ensure the effectiveness of these 5 new CCTVs

Kam/Andy : I think the idea is a very good one, ...... And there is also the issue of monitoring the pictures from the cameras... perhaps some sort of joint venture could be proposed, as the CGS scheme grants one-off capital improvements but unfortunately cannot cover revenue costs (cost of monitoring, maintenance etc), and both would be needed for a CCTV scheme of this kind.
I am happy to explore these ideas further with Andy.

Chris & Jon : Southwark News has been a long-term supporter of the collective "Community-Building" and "Community Safety" efforts in Rotherhithe. A big article about the "Albion Channel Crime Surveillance CCTVs Project" was published on 20-1-2005 and a copy of which is attached herewith for your easy reference. Southwark News has also reported on the similar CCTV project in Russia Dock Woodland on various occasions. You may have already heard that the two projects are expected to be completed within two weeks, in time for the start of the Summer Holiday which has been associated with increased youth-related community safety problems in recent years. This is an exceptional "Good News Story" for the following reasons :
1) A "Community-Based" Project that is welcome by EVERYONE (except the "Trouble-Makers" ?)
2) A truly "Multi-Agency Partnership" for combating "Crime" and the "Fear of Crime" in Rotherhithe. The new CCTV in Russia Dock Woodland will be located at the spot where Manuel Dessolis suffered a near-fatal attack by a gang of youths on 21-9-2003 - an incident that shook the Rotherhithe Community.
3) Prompt and generous contribution by Surrey Quays Shopping Centre (see Lewis' emails below)
4) Cutting-Edge (Microwave) Crime Surveillance CCTV Technology for improved quality images
5) The biggest expenditure of the Rotherhithe Community Council's Cleaner, Greener and Safer Annual Funding Budget

Subject: Completion of CCTV project Albion Channel (Canada Water + Surrey Water)
Dear Steering group member, I am very pleased to give you the good news that the long-awaited CCTV cameras along Canada Water /Albion Channel and Surrey Water will be operational very soon, programmed for two weeks from now, July 7th. The columns are up, and infrastructure ready,, and the fixing of the camera domes is programmed to take place in the coming 10 days.
I would like to thank you all for taking part in the meetings, and for collectively making the decision as to where the cameras should be located. Without the steering group it is hard to see how we could have had the local knowledge required to ensure that the cameras were deployed in the places of greatest need.
It was good that our tendering process resulted in at least one tender that allowed us to afford all four cameras that we wanted.
I would also like to re-iterate our thanks to Andrew Bonnici and the Surrey Quays Shopping Centre for their action to provide a camera to oversee the South East corner of Canada Water near BHS. This was installed soon after our site walkabouts in early 2005. This has really helped public safety by covering an area that was identified by the steering group as being an area where attacks had taken place.
I do not think that we should leave the completion of the scheme unmarked, and I wonder how you would feel about having a small meeting on site shortly after the system goes live, at which we could re-walk the site and look at the completed work. We could invite Rotherhithe councillors to join in., and invite the press. We could even cut a ribbon. Please let me know your views!
In view of his work on community safety in Rotherhithe, I sent Kam the information below earlier this afternoon. His email about the Russia Dock Woodland camera coincided with the good news from Dennis Thurgood our CCTV consultant as to completion of the Albion Channel CCTV project.

There will be 4 cameras in all in the Canada Water / Albion Channel / Surrey Water project:-
The locations of the cameras was decided by the project working party, which comprised of members from local community organisations, residents and business people. In early 2005, the group walked the whole perimeter of Canada Water , Albion Channel, and Surrey Water, by day and after dark, in order to decide the best locations for the 4 cameras. We would particularly like to thank working party member Mr.Andy Bonnici of the Surrey Quays Shopping centre for the SQSC's contribution to the project. They upgraded their CCTV network to provide enhanced coverage of Canada Water, which complements our own camera on Canada Water.
I will be sending this good news to the members of the working party, many of whom are on your mailing list. However, I would be most grateful if you would let the wider community on our behalf via Kam's newsletter or whatever means you feel appropriate.
