Bicycle, Scooter & Motorbike Crime

With the continuing good weather, more and more of us are taking to our bikes for getting around Southwark and beyond

The recent boom in bike use has been good for the health of Londoners and is a cheap and environmentally friendly alternative to the motorcar.

Unfortunately, more bikes on our streets means more opportunities for would-be bike thieves.  In Greater London alone, about 80,000 bikes were stolen last yearly less than 5 per cent were returned to their owners.  With your help we can make your bike safer and reduce bicycle crime.

Help Southwark Police minimise the number of bicycle thefts by taking a few minutes to read the following tips:

  • Do not leave your bicycle unlocked and unattended, even for seconds
  • Use good quality locks, preferably two. Look at www.soldsecure.com  for an independent overview of locking devices.  It is recommended you spend   20% of your bike's value on lock 
  • Whenever possible try to lock your bicycle to a stand that is well lit, over  looked and monitored by CCTV
  • Do not let strangers ride your bike
  • Parents, if your children are going to the park, question the need to take their   bikes as the likelihood is that they will   leave their bicycle unattended
  • Do not leave your bicycles in communal hallways
  • Do not leave your bicycles in front or rear gardens
  • Always ask whoever you are visiting if you can bring your bicycle inside

It only takes a couple of minutes and it's FREE.  All you need is your bicycle model, make and frame number (which will be on your bikes frame somewhere).
Once you have registered your bike, you will have a better chance of getting it back if it is lost or stolen.  You can also register other property at the same time, for example a mobile phone.

Report
If your bike is lost or stolen, report it to the police and flag it as stolen on your immobilize account on the register as soon as possible.
Reporting your bike as lost or stolen helps the Police match its description and return it to you.

Reunite

If your bike is recovered you will be contacted and told it's safe.  Remember the best chance you have of getting your bike back is to register it.

Cycling and the law

  • Under the Road Traffic Act, you can be  fined by the Police if you are caught riding:
  • On the footway
  • The wrong way, opposite direction of a one way street
  • Through a RED traffic light
  • Recklessly, dangerously, unsafely or inconsiderately
  • Whilst under the influence of alcohol or drugs

As with pedal cycles, the soaring popularity of motorbikes, scooters and mopeds has meant an increase in thefts throughout London.  With that in mind, here are our Top Ten Tips for keeping your two-wheeler safe:

Motorbike & Scooter Security
1.
Alarms - Get a combined alarm and electronic immobiliser fitted professionally. Thatcham (Thatcham.org) and Sold Secure (soldsecure.com) recommend some of the best and your insurance company may give you a discount on your premiums.
2. Locks - Get a good disc lock or better still, a U-lock - make sure it's long enough.
3. Secure - Secure your bike to something solid that can't be moved and keep the lock off the ground - this makes it harder to break.
4. Marks - Put obvious security markings on as many parts of your bike as possible, using the Vehicle Identification Number (VIN), the registration number or your postcode linked to a recognised database.
5. Garage - If you've got a garage use it and lock it. If not, ground anchors are a good bet and cover your bike if you can.
6. Keys - Keep your keys safe and out of sight at all times.
7. Steering - Always put the steering lock on.
8. Helmet - Don't leave your helmet or other possessions on the bike.
9. Off-Road - If you ride an off-road bike, ask the DVLA (dvla.gov.uk) to register its details (frame and engine numbers) on their own and police computers - it's free.
10. Second-hand - If you're buying a second hand bike or parts, be wary of 'bargains'. Have a good look at the registration documents and check the bike's history with HPI Group Ltd (hpicheck.com), Carwatch UK Ltd (carwatchuk.com), the AA (theaa.com) or the RAC (rac.co.uk).

I thought that the article on community cycling grants was interesting although it would seem that the centre itself could not apply as it does not meet the criteria of charity/not for profit organisation.  I would be happy to consider working with any local cycling groups, however, who were thinking of applying for this grant - perhaps an area of car park could be made available to promote cycling safety training or even cycle maintenance?  Regards.

A Southwark Council's Officer told participants of the "Transport Workshop" at the Canada Water Area Actions Plan (CWAAP)  Public Meeting on 4 February 2009 that the Mayor of London has announced that Transport for London (TfL) will not be funding the Rotherhithe-Canary Wharf Thames Bridge Project.  This is a great disappointment. Cllr. The possibility of a walking and cycling bridge from Rotherhithe to Canary Wharf has moved a step closer, following the publication of a technical study into its construction.

The new report - commissioned by Transport for London - looks in close detail at the practicalities of building the bridge, which could potentially transform Rotherhithe by giving it a direct link to Canary Wharf.

If funding for the bridge can be successfully applied for, the proposed site for it to hit Rotherhithe is Durand's Wharf Park, a small area just south of Cuckold's Point. It will fire across the Thames, landing in Canary Wharf at a dock 300m south of Westferry Circus, next to an area that is currently planned to contain a new park.

Whilst the positive report is a definite boost to local hopes of getting the bridge built, its estimate of the cash required is almost double what was previously proposed, coming in at a whopping £65m.

The proposal was unveiled almost two years ago, when Sustrans - the sustainable transport charity behind the proposals - hoped it would get adopted as part of the capital's plans to host the Olympics in 2012. However, the scheme failed to capture the imagination of figures in the Olympic movement.

Sustrans are now pitching the proposal, which has the backing of both Southwark and Tower Hamlets councils, as part of the 'legacy' package of post Olympic improvements, saying that its creation would grant direct access to thousands of residents in south London wanting to visit the Olympic park in Stratford, and the Isle of Dogs.

Carl Pittam, the London boss of Sustrans, said: "Major building projects such as this require detailed thinking before going ahead and the process can often take time. However, this study is crucial as it tells us that the bridge is feasible, the location is right and puts a real figure against its cost. The next step will be a detailed analysis of the potential numbers of users of the bridge."

The proposed new bridge linking Rotherhithe to Canary Wharf could still be on the cards, as a long awaited report is due for release.

The organisation behind the proposals, sustainable transport charity Sustrans, say they are expecting the report - which will discuss the ambitious engineering requirements needed for the scheme - by the end of this week.

Once the report has been completed, it will be sent to Transport for London (TFL) for the organisation to give their opinion on the scheme. If TFL are in favour, the chances of securing the multi-million pound funding necessary become far higher. The charity say they are also in talks with both Southwark and Tower Hamlets councils, in the hope the authorities will help foot the bill, should the scheme become a reality.

The proposal was also boosted last month when Sustrans received a £50m grant for its 'Connect2' project - a nationwide scheme to improve cycling and walking infrastructure. One of the schemes to benefit was the plan to convert the disused viaduct by South Bermondsey station into a walking and cycle path. Whilst the money could not be spent on the bridge, it further cemented Sustrans’ reputation as serious national players.

The initial idea was for the bridge to link the northern tip of Rotherhithe - the area around the Hilton Hotel and Surrey Docks Farm - to the Limehouse Reach area on the southern tip of Canary Wharf. However, specific locations for the proposed bridgeheads are yet to be decided.

A report released in November 2006 estimated the cost of the bridge at around £30m, but also said the project was unlikely to be completed in time for the London Olympic Games in 2012 - an opinion now accepted by all connected with the scheme.

With the capital's main political institutions now operating within a 'purdah' period caused by the official calling of this year's Mayoral elections, it is highly unlikely a response will now be produced before the start of May.

However, with the potential for new blood in City Hall come May 1, the ambitious bridge may soon be moved well up the list of the capital's political priorities.

This meeting is not to be missed, if you dont want our area to be a transport nightmare.  Some fundamental questions have to be addressed fully, if the massive population + vehicle increase envisaged for this area is to be sustainable.

A CYCLE bridge linking Canary Wharf with Southwark is closer to fruition as the organisation behind the plans completes a long-awaited study.

Carl Pittam, London director of sustainable transport charity Sustrans, said he is expecting the feasibility report on the project "imminently".

Ramboll Whitbybird, a London-based engineering company, has been working on a list of designs for the cycling and pedestrian bridge over the past two months and once completed they will be sent to Transport for London (TfL) for consideration.

Mr Pittam hopes the report will convince TfL, which is a firm supporter of the charity, to finance the deal.

"The growth of Canary Wharf over the next 10 to 20 years and the limitations of public transport in that area mean cycling and walking routes are going to become much more important," he said.

"The Thames Bridge covers a large part of Southwark, much of which is deprived, and when you consider the wealth of Canary Wharf, this bridge is important for the area's sustainability."

Last month the prospect of the bridge received a boost when Sustrans was awarded £50million of lottery money for its Connect2 project which will see a number of new cycle routes and bridges in the capital.

These include the Senegal Bridge scheme, making use of a disused railway bridge at South Bermondsey, and a path running north of the Thames along Limehouse and into Canary Wharf.

Sustrans plans to talk to Tower Hamlets and Southwark councils to discuss funding for the projects, which is expected to come from a mixture of council spending and the money awarded by the lottery.

However, it is thought that the future of the Limehouse route could depend on whether the Thames Bridge is built.

None of the money from the lottery has been put aside for the bridge, which Sustrans is looking to TfL to finance.

The initial proposal for the bridge released in January 2006 saw it running from the Rotherhithe Peninsula to Limehouse Reach, but the exact positioning is yet to be decided.

A later report in November 2006 estimated its cost to be about £30million, but said it is unlikely to be completed before 2012.

Thank you for your e-mail of 25 February regarding our 395 decision to withdraw route 395.

In reviewing the bus network to ensure the best value for passengers is achieved from the limited resources which fares revenue and subsidy can purchase, it is inevitable that the bus network will change over time.

In recent years this has mostly resulted in obvious improvements such as the extension of the C10 to Canada Water starting this weekend. However, it must be accepted that it will also mean that services are reduced or even withdrawn, though this can enable resources to be re-directed to achieve greater overall passenger benefit. I acknowledge that this will be difficult for most existing passengers to accept.

We accept that withdrawing the 395 will disbenefit some existing passengers, though this needs to be placed in context. Our reasons for withdrawing the service can be summarised as follows:

·         The route has a very low number of users, typically 175 - 200 passengers per day.

·         Usage since 2001 has been essentially static which suggests no future significant passenger growth. This is further evidenced by there being no reported crowding problem on the service despite the use of small vehicles - 16 capacity buses.

·         The annual cost of the service is £250,000 under the current contract. It is probable that this would increase as a new contract would reflect higher operating costs. Using current figures, the cost recovery ratio is about 10% compared the network average of 60%. Average subsidy per passenger is about £3.50 - more than 10 times the network average.

Extending the route was considered prior to proposing withdrawal. However this would require additional buses with corresponding implications on cost. It would also generate short distance trips on the non-tunnel sections which would be expected to crowd tunnel bound passengers off the service. Providing for this crowding - expected because the buses are small - would require extra vehicles exacerbating the already poor value for money. The usual solution of providing larger buses is not available to us because of the restricted width of the tunnel.

Even though it may not be the preferred method of transport for some passengers, cross river links are still available via the East London Line and the accessible Jubilee Line Extension and DLR. These links can be accessed by high frequency bus routes on either side of the river. Ultimately the bus network will also provide a cross river link via Tower Bridge but this is unlikely to be an attractive proposition for most.

Withdrawing the 395 has been a difficult decision but this is necessary if the bus network is to remain value for money as recently scrutinised by the GLA.

TfL have asked us to help communicate their concerns about some misinformation that is going around about the plans for the 225 and C10 bus routes (see their email to Cllr Rajan below). Apparently some party political leaflets are irresponsibly publicising the plans to shorten the 225 bus route without mentioning the introduction of the C10 bus as a replacement (and more frequent) service for Rotherhithe Street.

Val does have some concerns about the proposals regarding the 225 and C10 (particularly the link from Rotherhithe Street/Redriff Rd to Tescos) and would prefer to see the C10 as an additional rather than replacement service. However, it is quite wrong and irresponsible scaremongering to suggest that Rotherhithe Street could be left without bus services.

Please could you help us rectify this situation by circulating the email below.

I have been receiving reports from local residents that the Lib Dems recent 'Surrey Docks Focus' newsletter carries the misleading information that route 225 is being 'axed' leaving Rotherhithe Street without a bus service.

In fact the 225 is being replaced by route C10 which will follow the same route as the present 225 serving Rotherhithe Street and it will run more frequently than the present 225 at most times. The C10 will provide new links from Rotherhithe Street to Bermondsey, Long Lane, Elephant & Castle, Pimlico and Victoria. It is also being re-routed to stop outside St Thomas's Hospital.

Route 225 will continue to run between Canada Water and Lewisham and is being extended to Hither Green Station. These changes start on 18 March.

I would be grateful if you could rectify this error in your next newsletter and ensure your Lib Dem colleagues are informed of the correct position.

I hope to bring copies of promotional leaflets with me to the Community Council Meeting next Monday.

Rotherhithe bus services

I am writing to appeal to TfL to overturn the decision to withdraw the 395 bus route.

The bus provides a crucial connection for residents both within the Rotherhithe area and across the river.  The bus provides the only public transport link for parts of the peninsular such as Timber Pond Road to Canada Water Station and Tescos Surrey Quays.

The route is particularly important when signalling problems occur on the East London Line, resulting in its temporary closure, as occurs on occasion. The bus allows people to get across the river to the DLR at Limehouse.

I appreciate that the bus is currently underutilised. However, I believe that this is in large part due to the route being so short. I would propose that TfL examine options for extending the route, perhaps to Canary Wharf, which would make the route useful for more passengers.

I note that we are still awaiting a decision regarding the C10 bus route. I would like to reiterate that I believe it is crucial that the C10 serves the stops at Tescos Surrey Quays as well as Canada Water Station. This is a vital link for residents in the Rotherhithe Street and Redriff Road area.

We have stepped up the campaign to save the 395 bus service, and I thought that local residents in your RSCF would be interested to know that there are good indications that TfL will consider keeping the 395 service from Surrey Quays to Limehouse if there is a high enough level of support from local residents. I am told that residents of Tower Hamlets are lobbying TfL as well, so if we can keep up the pressure on the south of the river we are more likely to be successful at getting TfL to retain this important service for all of us. I would be grateful if you could send this information around in your next circular, so that we can spread the word that there is a chance we can save one of the vital public transports links for Rotherhithe.

I am writing as a ward councillor and Chair of Rotherhithe Community Council to request that TfL reconsider their decision to cancel the 395 bus service from Surrey Quays to Limehouse. The service is heavily relied on by elderly people who travel during the day and is an important link to the Isle of Dogs through the Rotherhithe tunnel.

As you are aware, most of Rotherhithe is a peninsula, and as such there are only 3 routes off this peninsula to the rest of Southwark - Lower Road, Jamaica Road and the Rotherhithe Tunnel.the river forms a natural barrier that restricts morvement and adds to problems with congestion on the abovenamed roads. The 395 is the only bus service that uses the tunnel, and it therefore constitutes a unique public transport link.

A large proportion of residents who live in the Rotherhithe area work across the river at Canary Wharf, and this number is only set to increase as the redevelopment at Canada Water begins and the population increases.  It would therefore make sense to retain the 395 service and perhaps even continue it on from Limehouse to Canary Wharf. Both commuters and shoppers would find the service more convenient and useful and usage may well increase to make it a more viable serivce for yourselves. I understand that there is a restruction on capacity because smaller buses must be used to fit through the Rotherhithe Tunnel, but this could be addressed with making the bus route more attractive to local people.

The Rotherhithe area is about to undergo a significant demographic change once the Canada Water development starts in the next 2-3 years, and the increase in population over 8-10 years is so great it is expected to result in the creation of a new electoral ward of 8000 people. These new residents will need a comprehensive public transport infrastructure and myself and many local residents believe that the 395 is an integral part of this.

I would be very grateful if you and your colleagues could give some serious consideration to reversing the decision and retaining (and if possible, improving and extending) the 395 service.

I very much welcome the proposal to extend the C10 bus route from Elephant & Castle to Canada Water and for the buses to be re-routed to serve St Thomas’ Hospital. The proposal has a great many benefits including:

    ·       Providing a direct link from Bermondsey and Rotherhithe to St Thomas’ Hospital

    ·       Linking residents in the Long Lane and Abbey Street area (which does not currently have a bus service) to Surrey Quays, Elephant & Castle, St Thomas’ and Victoria.

    ·       Providing a more frequent service between Canada Water Station and Rotherhithe Street

However, I would like to see one improvement to the C10 proposal. The C10 should also serve the bus stop at the Surrey Quays end of the Surrey Quays shopping centre – perhaps terminating here as the P12 and 395 do. It should serve the stops that are inside the grounds of the shopping centre, not just the nearby stops on Redriff Road, Lower Road or Rotherhithe Old Road.

Although Canada Water Station appears close to the shopping centre on the map it is at the opposite end from Tescos and is a long walk for people carrying heavy bags of shopping. A bus link between Rotherhithe Street and Tescos is essential if we are to persuade people to use public transport rather than their cars when shopping.

225
I am concerned about the proposal to terminate the 225 at Canada Water so that it no longer serves Rotherhithe Street. Although the new C10 service will be more frequent than the 225 it is only a small increase of 1 bus per hour. In the rush hour both the 225 and 381 buses are extremely busy between Canada Water Station and Rotherhithe Street/Salter Road.

The most direct pedestrian routes from the station to the housing on Rotherhithe Street involves walking through areas such as Russia Dock Woodland or along the Albion Channel. I recently carried out a survey of Rotherhithe & Surrey Quays residents that found that these were areas where people felt at risk. I include a copy of my report “Crime and the Fear of Crime in Rotherhithe & Surrey Quays” and I would like to draw your attention to the fear of crime map on page 9 and the explanatory text on pages 11 and 12.

The alternative of following the main roads means a very long walk along Surrey Quays Road, Redriff Road and then Rotherhithe Street. It is not surprising that catching the bus is a very popular option.

In my view the level of demand for this route is such that it would be preferably for the 225 to continue to serve the peninsular as well as having the new C10 route. The PTAL for the tip of the Rotherhithe peninsular is very low and I do not believe that 1 additional bus per hour is sufficient to cater for the ever-expanding population in this area.

I am mindful that there are problems with the 225 terminating at Bermondsey Station and that the current arrangements of the buses standing on Webster Road is not acceptable to residents. Therefore I would suggest that the 225 should terminate at Canada Water Station, but that it should run through the peninsular before it travels on to New Cross.

It seems to me that there are many alternative routes that could be considered. Two that occur to me are:

    1.      Canada Water – right onto Surrey Quays Road – right onto Lower Road – Brunel Road – Rotherhithe Street – Redriff Road – Surrey Quays – onwards to Lewisham

    2.      Canada Water – left onto Surrey Quays Road – Needleman St – Poolman Street – Timberpond Road – Ladago Mews – Salter Road – Redriff Road – Surrey Quays – onwards to Lewisham

Both these routes would have the benefit of giving additional services to the tip of the peninsular. They would also provide a direct link between the stops next to Tescos and the peninsular – a service which residents would really value. Option 2 would also serve the area currently covered by the 395 route which TfL are proposing to discontinue.

I hope that TfL will consider these options and any others that would result in improved bus links to both Canada Water Station and Tescos Surrey Quays for the residents on the peninsular.

I would be very happy to meet with you and to put you in touch with local residents’ groups to ensure we get the best possible bus services for the area.

It would also seem sensible to terminate the C10 service at Surrey Quays rather than Canada Water in order to make Tesco more accessible to residents of Rotherhithe Street / Salter Road.

According to my bus route information guide, the 395 service operates between Limehouse and Surrey Quays – a small but nonetheless significant percentage of shoppers to Surrey Quays Shopping Centre are resident in East London so it is disappointing that this link is to be cut.
